A period in which Panamanians, due to the special circumstances under which the country became independent, the presence of the United States, and of thousands of foreign workers in its territory, began to doubt and asked themselves if they were truly independent. The American presence impacted politics and a sense of inferiority developed because people believed that nothing could be accomplished without the blessings of the United States. In the middle of chaotic political scene and self-doubt, the country retreated to its Hispanic past and began an effort to Hispanize in the face of so much foreign presence and influence, and tried to show the world that Panama was an independent country with history and traditions, and not an appendage of the United States. Belisario Porras, who became president in 1912, emphasized the Hispanic past and built statues to Balboa and Cervantes. Acción Comunal, founded in 1923, promoted nationalism and criticized the corrupt nature of politics. It led a successful campaign against the 1926 Treaty and a coup in 1931. This new generation repudiated the generation that made the 1903 Treaty. “Panama for Panamanians” became one of the catch phrases for the Panamanian youth of the 1920’s and 1930’s, which found in the brothers Harmodio and Arnulfo Arias the leading exponents.

Book excerpt: Acting Alone: A Scientific Study of American Hegemony and Unilateral Use-of-Force Decision Making is a straight-forward analysis of unilateral U.S. military actions, which are dependent upon the power disparity between the U.S. and the rest of the world. In solving the puzzle as to why individual presidents have made the "wrong" decision to act alone, the author lays out a president's behavior, during a crisis, as a two-step decision process. Acting Alone reviews the well-studied first decision, deciding to use force, based on international conflict literature and organized along traditional lines. The author then details the second decision, deciding to use unilateral force, with an explanation of the criticisms of multilateralism and the reasons for unilateralism. To test a new theory of unilateral use of force decision making, Acting Alone devises a definition and coding rules for unilateral use of force, develops a sequential model of presidential use of force decision making, and constructs a new, alternative measure of military power, a Composite Indicator of Military Revolutions (CIMR). It then uses three methods - a statistical test with a heckman probit model, an experiment, and case studies - to test U.S. crisis behavior since 1937. By applying these three methods, the author finds that presidents are realists and make expected utility calculations to act unilaterally or multilaterally after their decision to use force. The unilateral decision, in particular, positively correlates with a wide military gap with an opponent, an opponent located in the Western hemisphere, and a national security threat.

For most of the postwar period, the U.S. superiority in nuclear weapons shaped the political structure within which international crises occurred. This edge began to deteriorate by the late 1970s, leading to a new and potentially more dangerous structure within which the superpower rivalry is now conducted. Arguing that the shifting nuclear balance has created a new dimension for crisis management, the contributors analyze such issues as the informal norms of diplomatic behavior that have evolved during the extended superpower rivalry, the tendency of both superpowers to engage in activities that progressively reduce crisis stability, and various concrete measures such as risk reduction centers that might enhance the current system for crisis management. The book also includes case studies of crisis management among non-superpowers. Taken together, these papers address the important question of how human control can be maximized in situations of international crisis.
