It offers an explanation for continuing polity weakness in the country, and describes how political survival shapes the choices made by the leaders and challengers. Using a unique analysis that synthesizes theories of weak states, quasi-states and political survival, the book extends beyond rationalist accounts and the application of choice-theoretical approaches to developing countries. It challenges the focus on ideology and suggests that diverse, religiously and ethnically-defined affinity groups have interests that are represented in particular ways in weak state circumstances. Extensive interviews with decision-makers and polity-participants, combined with narrative accounts, allow the author to examine decision-making by leaders in a state bureaucratic machinery context as well as the complex mechanisms by which dissident affinity groups may support ‘quasi-state’ options. This study can be used for comparisons in Islamic contexts, and presents an interesting contribution to studies on South Asia as well as Political Development.

After rallying non-Urdu speaking leaders around him, Jinnah imposed a unitary definition of the new nation state that obliterated linguistic diversity. This centralisation - 'justified' by the Indian threat - fostered centrifugal forces that resulted in Bengali secessionism in 1971 and Baloch, as well as Mohajir, separatisms today. Concentration of power in the hands of the establishment remained the norm, and while authoritarianism peaked under military rule, democracy failed to usher in reform, and the rule of law remained fragile at best under Zulfikar Bhutto and later Nawaz Sharif. While Jinnah and Ayub Khan regarded religion as a cultural marker, since their time theIslamists have gradually prevailed. They benefited from the support of General Zia, while others, including sectarian groups, cashed in on their struggle against the establishment to woo the disenfranchised. Today, Pakistan faces existential challenges ranging from ethnic strife to Islamism, two sources of instability which hark back to elite domination. But the resilience of the country and its people, the resolve of the judiciary and hints of reform in the army may open up new possibilities.

The post-colonial history of the Pakistani state is charted by reference to succeeding constitutions and the distribution of powers between the major branches of government that they augured. Where conventional histories often suggest that constitutionalism in Pakistan is to be solely understood by reference to a cycle of abidance and rupture, and in the oscillation between military and civilian rule, this volume also accounts for the many points of continuity between regime types. The contours of a broader constitutionalism come to light in the ways in which state power is wielded at different periods and in the range of contests – economic, political and cultural – through which some of this power is sought to be dispersed. Chapters on Rights, Federalism and Islam detail the contextual features of some of these contests and the normative, legal parameters through which they are provisionally settled.
