Book excerpt: This paper examines Pakistan’s Fifth Review Under the Three-Year Arrangement Under the Poverty Reduction and Growth Facility (PRGF) and Request for Waiver and Modification of Performance Criteria. Although most reforms were broadly on track, there were setbacks in energy sector reforms, and to a lesser extent in privatization. Progress was made in preparing the full Poverty Reduction Strategy Paper and monitoring intermediate social outcomes. All quantitative performance criteria for end-December 2002 were met. The budget for fiscal year 2003/04 will aim at a further reduction of the fiscal deficit while raising social and poverty-related expenditures.

Book excerpt: This paper assesses Pakistan’s Eighth Review Under the Three-Year Arrangement Under the Poverty Reduction and Growth Facility (PRGF) and Request for Waivers and Modification of Performance Criteria (PCs). Implementation of the PRGF program in Pakistan remains broadly on track. All quantitative performance criteria for end-December 2003 were met, and it seems that most indicative targets for end-March 2004 were also met. Structural reforms are advancing, albeit only slowly in the energy sector. Four structural performance criteria were breached, but the slippages were minor and mainly reflected timing issues.

The overall deficit of the consolidated government was 4.5 percent of GDP in 2002–03, lower than the program ceiling, and the Central Board of Revenue (CBR) collection exceeded the target by a small margin. Pakistan's macroeconomic performance has strengthened substantially over the past few years, with the 2002–03 outcome largely exceeding the Poverty Reduction and Growth Facility (PRGF) targets.

All but two quantitative and structural performance criteria for end-December 2001 were met. The authorities are taking corrective measures that should deliver the revised macroeconomic targets for 2001/02 provided regional tensions ease in the near future.
