This is Volume I. Your budget submission to OMB should build on the President's commitment to advance the vision of a Federal Government that spends taxpayer dollars more efficiently and effectively and to provide necessary services in support of key National priorities while reducing deficits. OMB looks forward to working closely with you in the coming months to develop a budget request that supports the President's vision. Book The Art of Policymaking

Download or read book The Art of Policymaking written by George E. Shambaugh IV and published by CQ Press. This book was released on 2015-12-14 with total page 321 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Art of Policymaking: Tools, Techniques and Processes in the Modern Executive Branch, Second Edition is a practical introduction to the specific tools, techniques, and processes used to create policy in the executive branch of the U.S. government. George E. Shambaugh, IV and Paul Weinstein, Jr. explain how government officials craft policy, manage the policymaking process, and communicate those policies to stakeholders and the public at large. The authors draw on both their academic and government experience to provide real-world advice on writing memos, preparing polling questions, and navigating the clearance process. An abundance of case studies show how actual policies are developed and how and why policies and processes differ across administrations. Practice scenarios allow students to apply the tools and techniques they have learned by working through both domestic and foreign policy situations.

Book Federal Information Technology

Download or read book Federal Information Technology written by Ellen V. Wright and published by . This book was released on 2009 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The federal government spends billons of dollars on information technology (IT) projects each year. Consequently, it is important that projects be managed effectively to ensure that public resources are wisely invested. To this end, the Office of Management and Budget (OMB), which plays a key role in overseeing the federal government's IT investments, identifies major projects that are poorly planned by placing them on a Management Watch List and requires agencies to identify high-risk projects that are performing poorly (i.e., have performance shortfalls). Having accurate and transparent project cost and schedule information is also essential to effective oversight. At times, changes to this information -- called a rebaselining -- are made to reflect changed development circumstances. These changes can be done for valid reasons, but can also be used to mask cost overruns and schedule delays.

Book Standards for Internal Control in the Federal Government

Download or read book Standards for Internal Control in the Federal Government written by United States Government Accountability Office and published by Lulu.com. This book was released on 2019-03-24 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers? Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

Book Information Security

  • Author : United States. General Accounting Office
  • Publisher :
  • Release : 1996
  • ISBN :
  • Pages : 48 pages

Download or read book Information Security written by United States. General Accounting Office and published by . This book was released on 1996 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recent audits and self-assessments at 15 major agencies reveal that weak information security is a widespread problem in the federal government. Billions of dollars worth of assets are at risk of theft, misuse, or loss, and vast amounts of sensitive information--including personal data on American citizens--are vulnerable to unauthorized disclosure. Weaknesses, such as poor controls over access to data and inadequate disaster recovery plans, diminish the reliability of the enormous amounts of electronically maintained information essential to delivering federal services, measuring the success of federal programs, and monitoring agency performance. An underlying cause is that agencies have not introduced information security programs that establish appropriate policies and routinely monitor their effectiveness. The Office of Management and Budget's (OMB) oversight efforts have been uneven, and OMB did not actively attempt to identify and overcome basic security program weaknesses that are likely to be at the root of these problems. OMB can improve its oversight by taking advantage of the increasing amount of audit information that is now routinely available as a result of agency financial statement audits required under the Chief Financial Officers Act. In addition, the recently established Chief Information Officers' Council, which OMB will chair, can serve as a vehicle for strategically addressing information security governmentwide. However, OMB also needs to develop better sources of information and staff expertise for overseeing the overall design and effectiveness of agency information security programs.
