This report examines key areas in security sector programming and oversight where the U.S. Departments of Defense and State employ accountability mechanisms, with the goal of identifying ways to sharpen and knit together mechanisms for improving accountability and professionalism into a coherent approach for partner countries.

Book excerpt: Since the enactment of the FY 2017 NDAA reforms to the SSA enterprise, DoD, and DoS have taken significant strides to improve planning and to establish structures and processes for better prioritization, alignment, management, and workforce development. The next phase of reforms must focus on the integration of oversight and accountability measures across planning, operations, training, and policy and doctrine functions. The scope of this study focused on the execution of SSA via DoD, with fewer ndings and recommendations for DoS. Future study should include a deeper examination of the reforms and integration necessary at DoS and in the broader SSA enterprise, including justice and law enforcement agencies, as well as how U.S. partners incorporate and design their own oversight and accountability for SSA.

Such assistance includes DOD– and State–supported human rights and international humanitarian law training for foreign security forces. The NDAA for Fiscal Year 2017 consolidated multiple capacity building authorities, now codified at 10 U.S.C. § 333. DOD implements most U.S. human rights training for foreign security forces. This report, among other objectives, (1) describes the entities through which DOD and State provide such training, (2) assesses the extent to which DOD and State track the provision of and funding for such training, and (3) examines the extent to which DOD and State have evaluated the effectiveness of the training. GAO is making three recommendations, including that the Secretary of Defense establish a process to systematically track mandated human rights training and develop a timeline for implementing monitoring and evaluation. GAO also recommends that the Secretary of State develop a plan with a timeline to monitor and evaluate such training.

Book excerpt: The United States has sought to combat security threats in Africa principally by supporting partner governments, and security sector assistance (SSA) has been one of the primary tools it has used. Rigorous evaluations of the overall impact of SSA, however, have been extremely rare. A RAND Corporation study used statistical models to evaluate the impact that U.S.-provided SSA has had on political violence in Africa-in particular, the incidence of civil wars and insurgencies, terrorist attacks, and state repression. The authors found that SSA has had a mixed record. During the Cold War, SSA likely exacerbated instability, leading to a higher incidence of civil wars. During the post-Cold War era, it seems to have had little net effect, likely reflecting recipient-government failures to sustain the capabilities developed through SSA and to harness these capability gains to effective political-military strategies. When SSA has been implemented in conjunction with peacekeeping operations, however, it has had a consistently positive impact across a range of outcomes, including the likelihood of civil war recurrence, the incidence of terrorist attacks, and the extent of state repression. These findings have important implications for future U.S. policies in Africa and potentially beyond.
