Household nutritional "security" can be defined as the successful The essays in this book champion the idea of increasing, or scaling up, grass roots operations to provide nutritional security, while scaling down the efforts of national and international institutions. Scaling up involves strengthening local capacities to improve and expand upon current successful programs by building upon existing local culture and organizations. This, in turn, enables the programs to strengthen relationships with national governments, international bilateral/multilateral donors, as well as non-governmental organizations. Scaling down concerns the ways and means by which these various organizations encourage and complement the local development. Therefore, as local capacities are scaled up, the national/international control over decisions and functions is, ideally, scaled down. The volume also directly addresses the resultant complication: how to create programs that are both culturally specific and that will flourish well into the future.

Thus, urgent action is needed to make water use in agriculture more sustainable and equitable. Irrigated agriculture remains by far the largest user of freshwater, but scarcity of freshwater is a growing problem owing to increasing demand and competition for freshwater resources. At the same time, rainfed agriculture is facing increasing precipitation variability driven by climate change. These trends will exacerbate disputes among water users and inequality in access to water, especially for small-scale farmers, the rural poor and other vulnerable populations. The State of Food and Agriculture 2020 presents new estimates on the pervasiveness of water scarcity in irrigated agriculture and of water shortages in rainfed agriculture, as well as on the number of people affected. It finds major differences across countries, and also substantial spatial variation within countries. This evidence informs a discussion of how countries may determine appropriate policies and interventions, depending on the nature and magnitude of the problem, but also on other factors such as the type of agricultural production system and countries’ level of development and their political structures. Based on this, the publication provides guidance on how countries can prioritize policies and interventions to overcome water constraints in agriculture, while ensuring efficient, sustainable and equitable access to water.

This book considers policy responses that have been and are likely to be implemented by developing nations as they face increasing pressures in the areas of food, energy, trade, and debt – the main areas of interaction within the international system. The author also presents an analysis of how the North-South Dialogue functions and why it has produced so few genuine settlements, providing an additional perspective on whether the pressures on the developing countries might be diminished by successful global negotiations. The conclusions reached by examining policy responses and the Dialogue itself provide the basis for a number of specific policy prescriptions. They also help to establish a framework within which U.S. policy initiatives toward the Third World must be formed. The two concluding chapters discuss these policy choices in detail, carefully analyzing the advantages and disadvantages of persisting in present policies, attempting a genuine global restructuring, choosing to concentrate attention on a few "new influentials" in the Third World, and trying to construct a new approach out of selected elements of the other policy approaches.

In a study of 16 rapid-growth countries, wide variation was evident in sources of growth, patterns of growth, patterns of agricultural and economic development, geography, demography, and income level. Population growth and income are significant in raising demand for a wide variety of staple foods, resulting in increased production and importation. Main crops varied by region: maize in South America, wheat in the Middle East, and rice in Asia. Production increase is based on area expansion and output per hectare, and reflects changing crop patterns as well as new technology in fertilization and irrigation. Approaches to increasing the world food supply must take into account physical and economic conditions and potential problems, such as soil management.

By overcoming these challenges, smallholders can move from subsistence to commercially oriented agricultural systems, increase their profits, and operate at an efficient scalethereby helping to do their part in feeding the worlds hungry.
