Book excerpt: "As a child passing through Over-the-Rhine by bus on his way downtown in the 1950s, Stephen Albert viewed the neighborhood's ornate architectural features with loving eyes. By the 1970s, like other 19th-century Cincinnati neighborhoods, Over-the-Rhine seemed doomed to fall before the wrecking ball. Inspired by the work of Eugene Atget, who photographed the streetscapes and shop windows of Paris at the turn of the 20th century, Albert began to make a record of the area. What he found, besides a treasure trove of Victorian buildings, was a treasure trove of people: a lively and diverse community in a classic urban neighborhood. Residents spent much of their time in their doorways and on sidewalks, where Albert encountered them. He began photographing people, mostly at their request and in poses of their own choosing, recording them in unexpected, unselfconscious, and revealing moments. Ironically, almost fifty years later, the buildings of Over-the-Rhine have largely survived, but the vibrant community of working-class and working poor residents Albert knew is greatly diminished. In this innovative study, Mark Cioc focuses on the river from the moment when the Congress of Vienna established a multinational commission charged with making the river more efficient for purposes of trade and commerce in 1815. He examines the engineering and administrative decisions of the next century and a half that resulted in rapid industrial growth as well as profound environmental degradation, and highlights the partially successful restoration efforts undertaken from the 1970s to the present. The Rhine is a classic example of a “multipurpose” river -- used simultaneously for transportation, for industry and agriculture, for urban drinking and sanitation needs, for hydroelectric production, and for recreation. It thus invites comparison with similarly over-burdened rivers such as the Mississippi, Hudson, Colorado, and Columbia. The Rhine’s environmental problems are, however, even greater than those of other rivers because it is so densely populated (50 million people live along its borders), so highly industrialized (10% of global chemical production), and so short (775 miles in length). Two centuries of nonstop hydraulic tinkering have resulted in a Rhine with a sleek and slender profile. In their quest for a perfect canal-like river, engineers have modified it more than any other large river in the world. As a consequence, between 1815 and 1975, the river lost most of its natural floodplain, riverside vegetation, migratory fish, and biodiversity. Recent efforts to restore that biodiversity, though heartening, can have only limited success because so many of the structural changes to the river are irreversible. The Rhine: An Eco-Biography, 1815-2000 makes clear just how central the river has been to all aspects of European political, economic, and environmental life for the past two hundred years.

Water scarcity is a major environmental, societal, and economic problem around the world. Increasing demand for water as a result of rapid economic development, high population growth and density has depleted the world’s water resources, leading to floods, droughts, environmental disasters, and societal displacement. Shared river basins are therefore often a source of tension and conflict between states. In regions where relations between countries have historically been conflictual, scarce river water resources have exacerbated tensions and have even sparked wars. Yet, more often than not, states sharing a river basin are able to come to some form of agreement, whether they are far-reaching ones such as water-sharing agreements or those that are more limited such as the sharing of hydrological data. Why do riparian states cooperate, especially when power asymmetries between upstream and downstream countries are characteristic of transboundary river basins? How do non-state actors affect the management of international rivers? What are the conditions that facilitate or hinder cooperation? This book wrestles with these questions by exploring water disputes and cooperation in the major river systems in Asia, and by comparing them with cases in Africa, Europe, and the United States.
