Book excerpt: Excerpt from The Wheat Situation: March, 1968 In late December, the Department established a separate export payment rate for high-protein hard winter wheat shipped from Gulf Coast ports to commercial markets in Asia. During the years when CCC owned larger quantities of protein wheat, these markets were principally serviced from this supply. With CCC holdings of protein wheat at a low level, it was determined that a program was necessary to encourage exports from the free market if the United States was to avoid losing the for eigh markets for high quality wheat devel oped over the years. The export payment for protein wheat is announced as a quality increment; and in the 2 months that the program had been in operation, the incre ment has averaged around 1 or 2 cents a bushel. Prior to this policy change, there was no distinction between different quality wheats under the export payment program. Book excerpt: Excerpt from The Wheat Situation, Including Rye: September 23, 1938 Exports from.the southern part of Sov1et Russia this season have been heavier than in any year since 1951, amounting to about 24 million bushels for the July l-september 17 period. This heavy movement is probably accounted for by a sizable carry-over of old crop wheat, the good harvest in the southern export regions, the early maturing of this year's crop, and by the large proportion of combines used in harvesting the wheat cr0p in the South, which tends to increase the quantity of threshed grain available immediatelv after harvest. It seems reasonable to expect a slackening of exports as the season progresses, especially since prospects this year are estimated to be 25 to 50 percent below that of last year's good crop. Total United States wheat supplies are now estimated at million bushels, consisting of a carry - over of 154 million bushels of old wheat, and a crop of 940 million bushelsa Utilization may amount to about 700 nnllion bushels, which would leave about 595 million bushels for export and carry-over. If about 100 million bushels are exported, carry-over stocks on July 1, 1959 would be expected to total about 295 million bushels, or, without insurance stocks about 265 million bushels. This compares with 525 million bushels, the average for the 1950-54 period, when stocks reached record size. Magill, Secretary, at a Regular General Meeting of the Exchange, Aug. 20th, 1919 Mr. Stuart of Montreal, your President and myself were present, I never saw him again. I have not seen him since. Nor have 1 written to him or wired him. The Can adian ministers were. Therefore, eliminated, but the Can adian Government instructed the High Commissioner and Dr. Robertson to take the matter up with the British authorities, and they did so. They had an interview with the Royal Wheat Commission on June 13th. I want to speak of that interview for a moment. There were pres ent on behalf of the Government of Canada Sir George Perley and his Secretary Mr. Griffith, and Dr. Robertson, and on the other hand the Royal Wheat Commission. I was not there. As I was not asked to be there. I had no right to be there. I was not an official of the Govern ment and did not expect to be there. That interview was on June 1sth. What happened? Mr. Griffith sent me a letter stating what happened. I will read it to you. This letter contains the proposals of the Royal Wheat Com mission to Sir George Perley. The High Commissioner for Canada. The letter is dated London, June 19, 1919. Dear Dr. Magill: Following the conference with the Wheat Commission a letter has been received from the Secretary stating that it is impossible at present to outline any specific buying policy, partly owing to the crop situation in both consuming and producing coun tries still being subject to large variations, and partly because it is not yet known how far the responsibility of the Royal Commission may extend in making pur chases on behalf of the Allies. The Royal Commission, therefore, is unable to state what proportion of the new Dominion crop it will desire to buy, but as the Commis sion is alive to the fact that the Wheat Export Company was necessarily a hindrance to the normal conduct of the export trade during the war, and they desire to revive the activity of comme ial enterprise, they propose to liquidate the Wheat Export Company (winnipeg) as a trading concern so that complete freedom may be re stored to the Dominion grain trade to sell its produce inthe simplest manner without restriction of destination during the ensuing year.
