Book excerpt: Excerpt from Our Land and Water Resources: Current and Prospective Supplies and Uses Although thousands of acres of farmland are con verted annually to other uses - urbanization, roads, wildlife, and recreation - and population has risen a third in 20 years, we are in no danger of running out of farmland. Increasingly efficient production methods, a declining rate of population growth, and an abun dance of water resources and land with agricultural potential should ensure our domestic food and fiber needs to the year 2000 and leave enough land left over for other purposes. Distribution of the Nation's land among major uses has not changed markedly in recent decades. Agri culture continues to use more of our land than any other segment of the economy. In the 50 States, about a fifth of all land is used for growing crops and well over a third, including both grassland and woodland grazed, is used for livestock grazing. Forest land occupies a third of the total land area. About one-eighth of the land consists of marshes and swamp, desert, tundra, and barren land. Land in urban uses has about doubled since 1950 and now makes up almost 2 percent of the total land area. Im portant among them are the land grants of various railroads. For more than two years negotiations with the land-grant railroads have been in progress looking toward an arrangement by_ which the forest on railroad lands within national forest reserves may be preserved by the removal of the present crop of timber under rules prescribed by the Forest Service, and its perpetuation may be assured by the trans fer of the land to the Government without cost. The advantage of web an arrangement to the Government lies in the acquisition of lands whose protection is necessary to the general welfare. The advantage to the railroads is found in the proposal to allow them to. Consolidate their holdings of timber within forest reserves by ex? Change after deeding their lands to the Government and thus to out within a limited time solid bodies of timber instead of alternate eetions, although the amount of timber in each case would be the same. It is possible that legislation will be required to authorize this or a similar arrangement with the railroads and other owners. If so. I recommend that it be enacted. The object in View in undertaking a new series is to afi'ord an opportunity for prompt publi. Cation of short reports, generally popular in character, relating to the water resources and the methods of utilizing these, with especial ref erence to the employment of water in agriculture. To reply to ques tions arising in various parts of the country regarding the progress of the investigation of the water resources and the facts relating to the available supply of water for irrigation, power, or domestic use, it is necessary to have pamphlets which can be sent out freely, and which, in order to answer the particular needs of individuals or communities, will not be too general in character. The series of bulletins issued by the Survey would serve as such means of communication were it not for the fact that by law these must be sold, and thus can not be used for ofiicial purposes or for placing the information acquired by investiga tion at once in the hands of the persons seeking to know the facts. By the law authorizing this new series it is possible for the Survey to dis tribute these papers to correspondents and to the numerous volunteer assistants who at one time or another have kindly aided by replying to letters of inquiry or schedules asking for specific data. Without such Opportunities for distribution of small publications the oflicers of the Survey are placed in an embarrassing position, from the fact that they are compelled to ask favors in the way of statements and data of various kinds and are yet unable in general to more than thank the persons who have freely given their time to the preparation of letters and the filling out of blanks. Even when these persons have asked for a copy of the publication embodying the information which they have furnished, it has not been possible for a bulletin to be sent unless paid for by some member of the Survey. Harris on the Underground Waters of Southern Louisiana, to which has been added short discussions of certain economic features, including the uses of underground waters for water supplies and for rice irrigation, by Mr. M. L. Fuller. The part by Professor Harris is an elaboration of a portion of an earlier paper published in the reports of the geological survey Of Louisiana, and by means of its descriptions and illustrations brings out clearly the nature of the occurrence and the importance of the underground water resources of the region considered. It is believed that the discussion of water sup plies, by reiterating the importance of pure sources, will hasten their introduction. The irrigation of rice, though yet in its earlier stages, has already increased tenfold the value of land over large areas, and the publication of information which will in any way call attention to the importance of underground waters in its development will be of considerable value.
