Book excerpt: From the author's preface: Sublime Porte--there must be few terms more redolent, even today, of the fascination that the Islamic Middle East has long exercised over Western imaginations. Yet there must also be few Western minds that now know what this term refers to, or why it has any claim to attention. One present-day Middle East expert admits to having long interpreted the expression as a reference to Istambul's splendid natural harbor. This individual is probably not unique and could perhaps claim to be relatively well informed. When the Sublime Porte still existed, Westerners who spent time in Istanbul knew the term as a designation for the Ottoman government, but few knew why the name was used, or what aspect of the Ottoman government it properly designated. What was the real Sublime Porte? Was it an organization? A building? No more, literally, than a door or gateway? What about it was important enough to cause the name to be remembered? In one sense, the purpose of this book is to answer these questions. Of course, it will also do much more and will, in the process, move quickly onto a plane quite different from the exoticism just invoked. In a time of profound and pervasive imperial transformation, the ideals of stability, proper order, and social harmony were integral to the legitimization of Ottoman power. And as Ottoman territory grew, so too did its network of written texts: a web of sultanic edicts, aimed at defining and supplementing imperial authority in the empire's disparate provinces. With this book, Heather L. Ferguson studies how this textual empire created a unique vision of Ottoman legal and social order, and how the Ottoman ruling elite, via sword and pen, articulated a claim to universal sovereignty that subverted internal challengers and external rivals. The Proper Order of Things offers the story of an empire, at once familiar and strange, told through the shifting written vocabularies of power deployed by the Ottomans in their quest to thrive within a competitive early modern environment. Ferguson transcends the question of what these documents said, revealing instead how their formulation of the "proper order of things" configured the state itself. Through this textual authority, she argues, Ottoman writers ensured the durability of their empire, creating the principles of organization on which Ottoman statecraft and authority came to rest.

This is exactly what some prominent public intellectuals in the late Ottoman Empire tried to achieve as a developmental strategy; long before Max Weber defined the notion of capitalist spirit as the main motive behind the development of capitalism. This book demonstrates how and why Ottoman reformists adapted (English and French) economic theory to the Ottoman institutional setting and popularized it to cultivate bourgeois values in the public sphere as a developmental strategy. It also reveals the imminent results of these efforts by presenting examples of how bourgeois values permeated into all spheres of socio-cultural life, from family life to literature, in the late Ottoman Empire. The text examines how the interplay between Western European economic theories and the traditional Muslim economic cultural setting paved the way for a new synthesis of a Muslim-capitalist value system; shedding light on the emergence of capitalism—as a cultural and an economic system—and the social transformation it created in a non-Western, and more specifically, in the Muslim Middle Eastern institutional setting.
