Book OSHA Instruction Combustible Dust Natonal Emphasis Program Reissued

Download or read book OSHA Instruction Combustible Dust Natonal Emphasis Program Reissued written by U. S. Labor and published by CreateSpace. This book was released on 2012-09-18 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: OSHA is reissuing the directive on the Combustible Dust National Emphasis Program to increase its enforcement activities and to focus on specific industry groups that have experienced either frequent combustible dust incidents or combustible dust incidents with catastrophic consequences. OSHA initiated its previous Combustible Dust National Emphasis Program on October 18, 2007. As a result of a recent catastrophic accident involving a combustible dust explosion at a sugar refinery, OSHA has decided to intensify its focus on this hazard. The Agency will increase its activities in outreach, training, the creation and dissemination of guidance and educational materials and cooperative ventures with stakeholders, as well as enhancing its enforcement activities through this amendment to the National Emphasis Program. The purpose of this NEP is to inspect facilities that generate or handle combustible dusts which pose a deflagration or other fire hazard when suspended in air or some other oxidizing medium over a range of concentrations, regardless of particle size or shape; deflagrations can lead to explosions. Combustible dusts are often either organic or metal dusts that are finely ground into very small particles, fibers, fines, chips, chunks, flakes, or a small mixture of these. Types of dusts include, but are not limited to: metal dust, such as aluminum and magnesium; wood dust; plastic dust; biosolids; organic dust, such as sugar, paper, soap, and dried blood; and dusts from certain textiles. Some industries that handle combustible dusts include: agriculture, chemicals, textiles, forest and furniture products, wastewater treatment, metal processing, paper products, pharmaceuticals, and recycling operations (metal, paper, and plastic). In situations where the facility being inspected is not a grain handling facility, the lab results indicate that the dust is combustible, and the combustible dust accumulations not contained within dust control systems or other containers, such as storage bins, are extensive enough to pose a deflagration, explosion, or other fire hazard, then citations under 29 CFR 1910.22 (housekeeping) or, where appropriate, 29 CFR 1910.176(c) (housekeeping in storage areas) may generally be issued. Combustible dusts found in grain handling facilities are covered by 29 CFR 1910.272. For workplaces not covered by 1910.272, but where combustible dust hazards exist within dust control systems or other containers, citations under section 5(a)(1) of the OSH Act (the General Duty Clause) may generally be issued for deflagration, other fire, or explosion hazards. National Fire Protection Association (NFPA) standards (listed in Appendix A of this directive) should be consulted to obtain evidence of hazard recognition and feasible abatement methods. Other standards are applicable to the combustible dust hazard. For example, if the workplace has a Class II location, then citations under 29 CFR 1910.307 may be issued to those employers having electrical equipment not meeting the standard's requirements.

Book OSHA Instruction National Emphasis Program Hexavalent Chromium

Download or read book OSHA Instruction National Emphasis Program Hexavalent Chromium written by U. S. Labor and published by CreateSpace. This book was released on 2012-09-18 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2006, OSHA issued updated standards regulating workplace exposures to hexavalent chromium in general industry, construction, and maritime. This Instruction establishes a National Emphasis Program (NEP) that focuses on the health hazards presented to workers by occupational exposure to hexavalent chromium and a number of other toxic substances often found in conjunction with hexavalent chromium. This Instruction contains directions for identifying and inspecting workplaces where workers are likely to be exposed to hexavalent chromium and the other toxic substances, as well as relevant procedures and plans for compliance assistance. This NEP supersedes all existing Regional and Local Emphasis Programs specifically addressing hexavalent chromium. This Instruction includes the following key elements: Information for selecting sites for inspection, including a list of Standard Industrial Classification (SIC) and North American Industrial Classification System (NAICS) codes for industries known to have overexposures to hexavalent chromium; Procedures for conducting thorough inspections with an emphasis on industrial hygiene evaluations; Measures to be taken to ensure the safety and health of OSHA compliance staff while conducting inspections under this Instruction; Program evaluation procedures designed to ensure that the goals of this NEP are measured as accurately as possible. The procedures require Area Offices to conduct follow-up inspections in certain cases, including where overexposures to hexavalent chromium or the other toxic substances targeted by this NEP are cited; and, Plans for outreach to train OSHA compliance staff and the general public on the hazards addressed by this NEP, as well as effective methods for abating those hazards.

Book Safe Work in the 21st Century

Download or read book Safe Work in the 21st Century written by Institute of Medicine and published by National Academies Press. This book was released on 2000-09-01 with total page 265 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite many advances, 20 American workers die each day as a result of occupational injuries. And occupational safety and health (OSH) is becoming even more complex as workers move away from the long-term, fixed-site, employer relationship. This book looks at worker safety in the changing workplace and the challenge of ensuring a supply of top-notch OSH professionals. Recommendations are addressed to federal and state agencies, OSH organizations, educational institutions, employers, unions, and other stakeholders. The committee reviews trends in workforce demographics, the nature of work in the information age, globalization of work, and the revolution in health care deliveryâ€"exploring the implications for OSH education and training in the decade ahead. The core professions of OSH (occupational safety, industrial hygiene, and occupational medicine and nursing) and key related roles (employee assistance professional, ergonomist, and occupational health psychologist) are profiled-how many people are in the field, where they work, and what they do. The book reviews in detail the education, training, and education grants available to OSH professionals from public and private sources.

Book A Smarter National Surveillance System for Occupational Safety and Health in the 21st Century

Download or read book A Smarter National Surveillance System for Occupational Safety and Health in the 21st Century written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2018-04-27 with total page 319 pages. Available in PDF, EPUB and Kindle. Book excerpt: The workplace is where 156 million working adults in the United States spend many waking hours, and it has a profound influence on health and well-being. Although some occupations and work-related activities are more hazardous than others and face higher rates of injuries, illness, disease, and fatalities, workers in all occupations face some form of work-related safety and health concerns. Understanding those risks to prevent injury, illness, or even fatal incidents is an important function of society. Occupational safety and health (OSH) surveillance provides the data and analyses needed to understand the relationships between work and injuries and illnesses in order to improve worker safety and health and prevent work-related injuries and illnesses. Information about the circumstances in which workers are injured or made ill on the job and how these patterns change over time is essential to develop effective prevention programs and target future research. The nation needs a robust OSH surveillance system to provide this critical information for informing policy development, guiding educational and regulatory activities, developing safer technologies, and enabling research and prevention strategies that serves and protects all workers. A Smarter National Surveillance System for Occupational Safety and Health in the 21st Century provides a comprehensive assessment of the state of OSH surveillance. This report is intended to be useful to federal and state agencies that have an interest in occupational safety and health, but may also be of interest broadly to employers, labor unions and other worker advocacy organizations, the workers' compensation insurance industry, as well as state epidemiologists, academic researchers, and the broader public health community. The recommendations address the strengths and weaknesses of the envisioned system relative to the status quo and both short- and long-term actions and strategies needed to bring about a progressive evolution of the current system.
