Specifically, it examines how individual wills translate into political ideologies, investigates what social forces converge to shape governmental operations, and probes whether human polity progresses in focus from individual wills to group interests to social integrations. The book entertains five hypotheses. The first is commonsensical: where there are people there is politics. The second is analogous: humans govern themselves socially in a way that is comparable to how a body regulates itself physically. The third is rational: humans set rules, organize activities, and establish institutions upon facts, following reasons, for the purpose of effectiveness and efficiency. The fourth is random: human affairs take place haphazardly under specific circumstances while they overall exhibit general patterns and trends. The final hypothesis is inevitable: human governance evolves from autocracy to democracy to technocracy. The book presents systematic information about human polity, its form, content, operation, impact, and evolution. It sheds light on multivariate interactions among human wills, rights, and obligations, political thoughts, actions, and mechanisms, and social structures, processes, and order maintenances. NGOs, public intellectuals and some academics have also criticized the too close relation between experts and power. While the amount of power gained by experts may be contested, it is unlikely and arguably undesirable that experts will cease to play an influential role in contemporary regulatory regimes. This book focuses on whether and how experts involved in policymaking can and should be held accountable. The book, divided into four parts, combines theoretical analysis with a wide variety of case studies expounding the challenges of holding experts accountable in a multilevel setting. Part I offers new perspectives on accountability of experts, including a critical comparison between accountability and a virtue-ethical framework for experts, a reconceptualization of accountability through the rule of law prism and a discussion of different ways to operationalize expert accountability. Parts I–IV, organized around in-depth case studies, shed light on the accountability of experts in three high-profile areas for technocratic governance in a European and global context: economic and financial governance, environmental/health and safety governance, and the governance of digitization and data protection. Book excerpt: As climate change and a pandemic pose enormous challenges to humankind, the concept of expert governance gains new traction. This book revisits the idea that scientists, bureaucrats, and lawyers, rather than politicians or diplomats, should manage international relations. It shows that this technocratic approach has been a persistent theme in writings about international relations, both academic and policy-oriented, since the 19th century. The technocratic tradition of international thought unfolded in four phases, which were closely related to domestic processes of modernization and rationalization. The pioneering phase lasted from the Congress of Vienna to the First World War. In these years, philosophers, law scholars, and early social scientists began to combine internationalism and ideals of expert governance. Between the two world wars, a utopian period followed that was marked by visions of technocratic international organizations that would have overcome the principle of territoriality. In the third phase, from the 1940s to the 1960s, technocracy became the dominant paradigm of international institution-building. That paradigm began to disintegrate from the 1970s onwards, but important elements remain until the present day. The specific promise of technocratic internationalism is its ability to transform violent and unpredictable international politics into orderly and competent public administration. Such ideas also had political clout. This book shows how they left their mark on the League of Nations, the functional branches of the United Nations system and the European integration project.
