Book excerpt: Excerpt from Yearbook of the United States Department of Agriculture, 1911 Aside from the Report of the Secretary, the Yearbook of the Depart ment of Agriculture for 1911 comprises (1) 31 articles, contributed by the various branches of the Department and averaging 13 pages; (2) a statistical Appendix of 194 pages; and (3) an Index of 32 pages the volume aggregating 730 pages. The articles are illustrated by 20 text figures and 67 full-page illustrations, of which 9 are colored. Although 10 pages in excess of the Yearbook for 1910, this volume is in reality smaller and weighs less, because in most instances the full-page illustrations are printed on both sides of the sheet. This feature is an innovation introduced with a view to economy, and it is believed that the illustrations are as satisfactory as when printed in the old way. The articles included in the Yearbook have not been published elsewhere. This explanation is given for the reason that there 18 an impression that the volume is a compilation of bulletins and circulars issued during the year. Such, however, has never been the case, as it has always been the policy of the Secretary to use as Yearbook articles only absolutely new matter having a permanent value, giving preference to accounts of work undertaken and results achieved. The articles are usually reprinted in separate form after the Yearbook is issued. This gives them a wider distribution and enables the Depart ment to give applicants the specific information they desire, when it is impossible to supply the entire volume. As a matter of fact, the department's allotment of the Yearbook is distributed principally to its voluntary correspondents, in consequence of which it is necessary to refer miscellaneous applicants to Members of Congress, to whom copies are by law allotted. The edition of the Yearbook authorized by law is so that in the 18 years during which it has been issued copies have been printed and distributed, principally to farmers in every section of the country. The frontispiece to this volume is a portrait of the late Dr. S. A. Knapp, who died during the year, and whose distinguished services in behalf of the people justify this tribute to his memory. A brief article describing the work of Dr. Knapp is contributed by the Chief of the Bureau of Plant Industry. The general plan underlying the preparation of the Yearbook con templates: (1) A general review of the work of the Department and the progress of agriculture during the preceding fiscal year, this fea ture consisting of the Annual Report of the Secretary; (2) a series of papers on carefully selected subjects prepared by competent scientists and experts employed in all the main branches of the Department; (3) an Appendix setting forth the organization of the Department, up - to-date information concerning the State experiment stations and agricultural colleges, State officials for agriculture, and all the princi pal societies and associations for the promotion of agricultural interests, a review of events and progress along several important lines em braced in the sphere of departmental activity and observation, and agricultural statistics covering a wide range. The plan outlined above was strictly adhered to in the preparation of the present volume. The report of the Secretary, occupying 186 pages, is somewhat longer than usual, owing in part to the rapid growth of the Department and the extension of its activities and in part to a brief review of progress during the past twelve years. There are twenty-three popular papers, occupying 304 pages. Book excerpt: Excerpt from Yearbook of the United States Department of Agriculture, 1905 In view of the recent somewhat active discussion with regard to Government publications more especially annual reports, and in view of the fact that, under the law providing for its issue, the Yearbook is designated as Part II of the Annual Report of the Secretary of Agriculture, it may be of interest to indicate the circumstances which have given to the Yearbook its present special character. The publication of the Yearbook is called for by an act providing for the public printing and binding, and the distribution of public documents, approved January 12, 1895, which is quoted on the opposite page. This act was the result of a careful and protracted investigation by the Joint Committee on Printing of the Senate and the House of Representatives concerning the character of public documents and the manner of distributing them. Of the publications issued under the law then existing, the Annual Report of the Department of Agri culture was necessarily the 'object of special consideration, owing to the very large edition, copies. It was recognized that in its old form the Annual Report of the Department contained a large amount of administrative detail of interest to comparatively few read ers outside of Congress, and consequently quite superfluous in a volume intended for widespread popular distribution. Besides these administrative details, the Annual Report was made the vehicle for a considerable amount of scientific matter. This matter was of interest chiefly to specialists in some one but rarely in all of the lines of scientific work pursued in the Department. Moreover, the growth of the Department and the creation of new 0 ices threatened to increase greatly the bulk of the volume. It was, therefore, wisely determined to divide the Annual Report of the Department into two parts, sepa rately bound. The first part, known as the Annual Reports of the Department of Agriculture, and issued in an edition of 00pies, contains, first, the personal report of the Secretary of Agriculture, addressed to the Presi dent, and, second, a detailed report from each division chief addressed to the Secretary.
