Book excerpt: This dissertation investigates the impact of organic farming for achieving the environmental and social objectives of sustainability in Europe over the past 20 years. Organic farming is considered the poster child of rural development in Europe, often seen as a model of the integration of small-scale production with environmental considerations. Since this model runs counter to the logic of developing capitalist structures in agriculture, I revisit the Marxian predictions regarding the "agrarian question". Furthermore, I trace the discursive changes in support of small-scale production in the EU's Common Agricultural Policy (CAP), and assess whether small farms have improved their situation under the revised CAP. Subsequently, I use statistical analysis in order to assess the socio-economic and the environmental consequences of the rise in organic farming. Contrary to what is often assumed, organic farms in Europe display larger average sizes and lower rates of labor intensity than their conventional counterparts, casting doubts on the efficacy of organic farms to allow family farmers to remain in the countryside as high-value producers. I argue that this this development should be viewed as further evidence of the "conventionalization" of organic farming. In order to explain the process which led to such an outcome, I proceed to explain the different ways through which organic farms could overcome traditional problems which impeded the capitalist development of agriculture. Regarding the environmental implications, I evaluate the rise of organic farming by assessing its impact for different countries' overall pesticide and fertilizer intensity. My results are mixed, with higher organic shares being correlated with decreased application of fertilizer, but less significant results for pesticide intensity.

The end result is a new approach to rural areas that recognises the importance of the interdependence between rural and urban areas, mobilises investment (rather than distributing subsidies) and expands the definition of countryside. This new approach should also emphasise governance structures that encourage bottom-up initiatives as well as stress the ability of local actors to identify problems, formulate strategies and be full partners in policy implementation.

By creating a single market without borders and a single currency (the Euro), the EU has given a significant boost to internal trade and employment. Many farmers in the candidate countries have already benefited from membership ahead of enlargement. Targeted EU-funded rural development and investment schemes are in place in these countries, and the progressive liberalisation of trade in agricultural products with the EU has helped farmers to prepare for operating and competing within the enlarged market. Economic operators in the EU and the enlargement countries have gained from open borders and easier trading conditions. Turkey and the western Balkans increased exports of basic agricultural products and processed agricultural products to the EU under preferential trade provisions -- EU Bookshop.

Book excerpt: Besides it represents a support to sustainable development, organic agriculture represents also a driving force of rural development for sixty years, especially in marginal areas. As it bases on the principles of natural resources' sustainable use, protects the population health and leads to an economic strengthening of rural areas, the organic agriculture can be successfully related to rural areas' sustainable development concept, which was the goal of the paper. The paper was structured in three parts. In the first part was discussed on the sustainable development concept, from the aspect of sustainable agro-rural development catalyst. In the second part of the paper was pointed out to the concept of agrarian policy in the European Union, which was having a mutual effect on pressing forward the organic production and sustainable development during last years. Then was given a review of the structure in the Republic of Serbia, through it came to a conclusion that our country did not have satisfying rural economy, while the economic structure depended a lot from the primary sector, which has been still based on the primary resources' exploitation and high rate of poor rural population. In the third part of the paper was given the analysis of areas under the organic production in the world, and then was presented a proportion of these areas in some countries of the European Union, and finally was given the review of the state in the Republic of Serbia. As the conclusion imposes a fact that, in Serbia, cannot be expected yet more intensive increase of the organic production, although we dispose with significant natural resources, while the limits of its serious implementation are present on several levels, mentioned in this paper. However, joining the European Union would provide the conditions for activating the existing capacities and development of rural areas, based on sustainability principle.
