Available in PDF, EPUB and Kindle. Book excerpt: The treaty for the establishment of the East African Community (EAC) was signed in November 1999 by Kenya, Tanzania, and Uganda. The treaty, which entered into force in June 2000, aims a comprehensive integration process comprising of trade, economic, and political integration. The ultimate objective is to establish a political federation in 2015 through a progression of trading and economic arrangements (customs union, common market, and monetary union) as well as host of joint projects to develop regional infrastructure, manage regional commons, and produce regional public goods. Given the small size and the low income level of the member countries, aiming for a comprehensive integration is the right strategy, which will enable them to pull their resources together, broaden their markets, harmonize their policies, and enhance their competitiveness collectively to be able to expand their productive capacity and regional and global trade to accelerate growth. Burundi and Rwanda were accepted a new members of the EAC in November 2006. Their membership is expected to be effective in the second half of 2007. This report suggests a list of core priority areas and recommends broad direction of reforms. Its analysis and recommendations will serve as a useful contribution to the ongoing negotiations among the member states for an EAC common market as well as to efforts to harmonize programs between Common Market for Eastern and Southern Africa (COMESA), South African Development Community (SADC), and EAC.

Available in PDF, EPUB and Kindle. Book excerpt: The East African Community (EAC) has been among the fastest growing regions in sub-Saharan Africa in the past decade or so. Nonetheless, the recent growth path will not be enough to achieve middle-income status and substantial poverty reduction by the end of the decade—the ambition of most countries in the region. This paper builds on methodologies established in the growth literature to identify a group of countries that achieved growth accelerations and sustained growth to use as benchmarks to evaluate the prospects, and potential constraints, for EAC countries to translate their recent growth upturn into sustained high growth. We find that EAC countries compare favorably to the group of sustained growth countries—macroeconomic and government stability, favorable business climate, and strong institutions—but important differences remain. EAC countries have a smaller share of exports, lower degree of financial deepening, lower levels of domestic savings, higher reliance on donor aid, and limited physical infrastructure and human capital. Policy choices to address some of these shortcomings could make a difference in whether the EAC follows the path of sustained growth or follows other countries where growth upturns later fizzled out.

It examines the trade linkages among the member countries of the EAC and the extent to which the introduction of the EAC common external tariff will liberalize their trade regimes. To gauge the potential trade impact of the formation of the customs union, simulations are conducted for Kenya. The empirical results indicate that the customs union will have a beneficial effect on Kenya's trade. The paper does not draw any conclusions on the potential welfare impact of the customs union. Finally, factors other than enhanced trade might influence Kenyan policymakers to pursue regional integration, and these include regional cooperation in "behind the border" reforms and the provision of public goods.

Book excerpt: This research seeks to examine the effects of the establishment of regional trade agreements (RTAs) among developing nations on trade, welfare and production activities. The focus here is on the new East African Community (EAC) formed between Kenya, Uganda and Tanzania and established in 1999. The formation of the new EAC raises the important question of whether this regionally based trading agreement is of economic merit to its members. This study begins by reviewing trends in regional trade flows and the extent to which regional integration has affected trade patterns and productive activities. Using a gravity model augmented with several sets of dummy variables, I estimate the effect of the EAC-RTA on trade and welfare on members and non-members. The results show that intra-bloc trade is on average 18 times higher than what would be expected in the absence of the agreement. However, this trend does not seem to be influenced by the official lowering of trade barriers with the formation of the EAC. Model results also show a decline in bloc exports to the rest of the world suggesting that the bloc has trade diverting tendencies. Since static gains from the EAC-RTA are quite low, possibly dynamic gains from regional integration lend more support to the economic merit of the EAC.

Several studies suggest that for certain products and countries, the value of informal trade may meet or even exceed the value of formal trade. This paper provides a review of existing efforts to measure informal trade. We list 18 initiatives aimed at measuring ICBT in Africa. The paper also summarizes discussions conducted with many stakeholders in Africa between December 2016 and May 2018 regarding the measurement, the determinants, and the implications of ICBT. The methodologies used to measure ICBT in Africa differ widely, but they do confirm that informal trade in Africa is both sizeable and volatile. Both evidence on the determinants of ICBT and discussions with stakeholders suggest that policies should aim to reduce the existing costs associated with formal trade and provide positive incentives for traders and producers to move into the formal economy in order to avoid the loss of economic potential stemming from informal trade.

In March 2018, over 40 countries signed the African Continental Free Trade Area (AfCFTA) agreement. Once fully implemented, the AfCFTA is expected to cover all 55 African countries, with a combined GDP of about US$2.2 trillion. This SDN takes stock of recent trade developments in Sub-Saharan Africa and assesses the potential benefits and costs of the AfCFTA, as well as challenges to its successful implementation. In addition to increased trade flows both in existing and new products, the AfCFTA has the potential to generate substantial economic benefits for African countries. These benefits include higher income arising from increased efficiency and productivity from improved resource allocation, higher cross-border investment flows, and technology transfers. Besides lowering import tariffs, to ensure these benefits, African countries will need reduce other trade barriers by making more efficient their customs procedures, reducing their wide infrastructure gaps, and improving their business climates. At the same time, policy measures should be taken to mitigate the differential impact of trade liberalization on certain groups as resources are reallocated in the economy and activities migrate to locations with comparatively lower costs.
