Book excerpt: The Eastern Nile riparian countries Egypt, Ethiopia and Sudan are currently developing several reservoir projects to contribute to the needs for energy and food production in the region. The Nile Basin, particularly the Eastern Nile Sub-basin, is considered one of a few international river systems with potential conflicts between riparian countries. In the absence of formal mechanisms for collaboration, the transboundary nature of this basin makes sound water resources development challenging. The large seasonal and inter-annual variability of the river flow exacerbates those challenges. A further complication is the high sediment load in the Eastern Nile rivers during the high flow season. This study contributes to fill relevant knowledge gaps through a better understanding of the methods needed for a complex system of multipurpose reservoirs, considering both water quantity and sediment load. The study quantifies the impacts of water resources development in the Eastern Nile basin and identifies system management options at both regional and country level. Developing a collaborative and unified perspective of the countries towards new projects can be beneficial for all. New operation rules are proposed for improving operation of the current system when new infrastructures are developed and operated either unilaterally or, ideally, cooperatively.

Book excerpt: Bachelor Thesis from the year 2012 in the subject Politics - Region: Near East, Near Orient, grade: 14,5 p., University of Marburg, language: English, abstract: Since South Sudan's secession in 2011 the Nile River is shared by eleven countries (Egypt, Sudan, South Sudan, Ethiopia, Eritrea, Tanzania, Uganda, Burundi, Rwanda, D.R. Congo, and Kenya) and is home to more than 160 million people. Five of these countries are among the poorest in the world, with low levels of socio-economic development or - in other words - with tremendously high potentials and motivation to socio-economically develop. Today, exploitation of the Nile has reached its limits with ever greater populations and industries depending on its waters. History has created political power structures which represent the exact opposite of the hydrological realites. Although the river receives no contributions from Egyptian territories, the country is the most excessive consumer of Nile waters and dependent on it for about 95% of its freshwater resources. At the same time, precipitation in the Ethiopian highlands delivers some 85% of the Nile's flow measured at Aswan. But the prevailing river regime in combination with a history of political instability has so far prevented Ethiopia and other upstream countries from constructing major schemes to facilitate economic development or even flood protection for its population. Will increasing resource competition lead the states of the Nile Basin to full-scale inter-riparian conflict? Egypt with its very limited availabilty of arable land and already over-exploited and contested water resources must consider to at least partially abandon its pursuit of food self-sufficiency and examine alternative ways of securing its population's needs. Given growing pressures on the Nile's resources, the Basin states' current order will have to fundamentally shift from the current lower-basin domination to a more integrative regional system that appreciates both the upperriparians' contributions and development needs as well as the lower-riparians' dependence upon their cooperation. Considering the most recent trends in scientific literature on transboundary water resources, this transformation is expected to be accomplished through cooperative action rather than resisted against through inter-riparian conflict. This paper argues that Egypt will, despite the repeated threats uttered against underdeveloped upstream states' claims for more equal shares, lose its hitherto dominant position and engage in cooperative efforts exceeding current frameworks like that of the World Bank's NBI.

The main elements of the water-management system under consideration are retention reservoirs, among which water transfers are possible, and a network of connections between these reservoirs and water treatment plants (WTPs). System operation optimisation involves determining the proper water transport routes and their flow volumes from the retention reservoirs to the WTPs, and the volumes of possible transfers among the reservoirs, taking into account transport-related delays for inflows, outflows and water transfers in the system. Total system operation costs defined by an assumed quality coefficient should be minimal. An analytical solution of the optimisation task so formulated has been obtained as a result of using Pontryagin’s maximum principle with reference to the quality coefficient assumed. Stable start and end conditions in reservoir state trajectories have been assumed. The researchers have taken into account cases of steady and transient optimisation duration. The solutions obtained have enabled the creation of computer models simulating system operation. In future, an analysis of the results obtained may affect decisions supporting the control of currently existing water-management systems.

Book excerpt: This book examines Nile water security through the morphology of the river: it uses the always changing form of the river as a theoretical and empirical device to map and understand how infrastructures and discourses dynamically interact with the Nile. By bringing a history of two centuries of dam development on the Nile in relation with the drainage of a hill slope in Ethiopia on the one hand and irrigation reform in Sudan on the other, the author shows how the scales, units and ‘populations’ figuring in projects to securitize the river emerge through the rearrangement of its water and sediments. The analysis of ‘Making water security’ is more than yet another story of how modern projects of water security have legitimized often violent dispossessions of Nile land and water. It shows how no water user is confined by the roles assigned by project engineers and planners. As ongoing modern ‘development’ of the river reduces the prospects for new large diversions of water, the targeted subjects of development and modernization make use of newly opened spaces to carve out their own projects. They creatively mobilize old irrigation and drainage infrastructures in ways that escape the universal logic of water security.

Book excerpt: Population growth in the Blue Nile Basin has led to fast land-use changes from forest to agricultural land, which resulted in speeding up the soil erosion processes producing highly negative impacts on the local soil fertility and agricultural productivity. The eroded sediment is transported downstream by water and sinks in the lower basin where it significantly reduces reservoir storage and irrigation canals capacity. The only effective solution to mitigate the sedimentation problem is to limit the sediment inputs from upstream by locally implementing erosion control practices. However, given the vastness and remoteness of the involved areas, this first requires the knowledge of the most critical zones. The book identifies the sources of the sediment depositing in the Lower Blue Nile Basin and quantifies the amounts involved providing essential information for the planning and implementation of any interventions aiming at reducing soil erosion. The methods used consist of extensive field work covering most of the basin, watershed, hydrodynamic and morphodynamic modelling and, for the first time, the mineralogical analysis of the sediment at the sources and sinks. The method is successful in indentifying the areas providing most of the transported sediment, where it is recommended to start with erosion control practices.

Book excerpt: Irrigated agriculture remains to be the main option to boost the economy in Sudan in general. It can rise the living standard of the majority of the population; particularly those who are attached to farming and livestock. With the expected increase in population in the next decades, water management of large irrigation systems will become a key issue to increase productivity and assure future food security. Sediment transport in irrigation canals makes water management very complicated. This study focuses on water management in Gezira Scheme, Sudan. This scheme is irrigated from the Blue Nile River, which is characterized by a high sediment concentration. The aim of the study was to reduce the impact of fine sediment deposition in irrigation canals by improving the operation and maintenance procedures. A numerical model has been developed to simulate the cohesive sediment transport in irrigation canals. This model is a useful tool for the operators and decision makers to assess different options of operation in terms of sediment transport. This study found that sediment deposition in the canals can be minimized if the operation based on crop water requirement is adjusted at a certain period during the flood season.
