Book excerpt: Storage reservoirs represent one of the most effective tools for eliminating, or at least for minimizing, discrepancies in the time and space variations of water resources distribution and requirements. In fact, the different - often contradictory - and increasing demands on water resources utilization and control usually can be fulfilled only by building multi-purpose reservoir systems. In this way, the available water resources can be exploited and/or managed in a more rational way. Typically, the construction of a dam across a river valley causes water to accumulate in a reservoir behind the dam; the volume of water accumulated in the reservoir will depend, in part, on the dimensions of the dam. The size of the dam will normally affect the capital expenditure in a very significant way. Indeed the construction of large water resource control systems - such as dams - generally involves rather huge manpower and material outlays. Consequently, the elaboration of effectual methods of approach that can be used in establishing the optimal reservoir parameters is of great practical significance. For instance, in the design and operation oflarge multi-reservoir systems, simple simulation and/or optimization models that can identify potentially cost effective and efficient system design are highly desirable. But it should be recognized that the problem of finding optimal capacities for multi-reservoir systems often becomes computationally complex because of the large number of feasible configurations that usually need to be analyzed.

Book excerpt: Consideration of the uncertainties in future reservoir inflows and energy demands is essential for planning the operation of predominantly hydroelectric generation systems. In addition, hydropower generation and flood control are often the conflicting objectives in planning and managing the predominantly hydro systems. A quantification of the impact of the uncertainty in inputs and the tradeoffs involved in the reservoir system allows a planner to compare the economic losses due to this impact with the benefits accrued from the system, thus, leading to planning the sustainable operation of the system. A reliability programming model is developed which considers the uncertainty in inflows and energy demands in planning the operation of a single as well as a system of multipurpose reservoirs, and also evaluates the hydrologic risk as a measure of the system not being able to satisfy the storage requirements for hydropower generation and flood control. The model determines the optimal levels of risk, by trading off the total benefits accrued from the operation of reservoirs with the economic losses which may be incurred as a consequence of these risk levels. The economic losses are explicitly specified in the model through risk-loss functions which quantify the costs of deviations from the goal, and a new four-step algorithm is proposed in this research to derive the risk-loss function for the purpose of hydropower generation. The nonlinear energy production function is linearized, and a three-level algorithm which combines the Complex Box search procedure with a Linear Programming routine is developed to evaluate the optimal risk levels. The direct implementation of the reliability model in its basic form is limited by the assumption of independence between monthly reservoir inflows, which leads to conservative planning of the operation of reservoirs. Three new approaches are proposed in thris research to alleviate the problem of conservative planning, thus, making the reliability model a robust tool for the complex task of planning. The application and the practical implementation of the reliability model are demonstrated for the case study of Manitoba Hydro, a predominantly hydro based electrical utility company for the province of Manitoba, canada.

Book excerpt: Reservoir operation is a multi-objective optimization problem, and is traditionally solved with dynamic programming (DP) and stochastic dynamic programming (SDP) algorithms. The thesis presents novel algorithms for optimal reservoir operation, named nested DP (nDP), nested SDP (nSDP), nested reinforcement learning (nRL) and their multi-objective (MO) variants, correspondingly MOnDP, MOnSDP and MOnRL. The idea is to include a nested optimization algorithm into each state transition, which reduces the initial problem dimension and alleviates the curse of dimensionality. These algorithms can solve multi-objective optimization problems, without significantly increasing the algorithm complexity or the computational expenses. It can additionally handle dense and irregular variable discretization. All algorithms are coded in Java and were tested on the case study of the Knezevo reservoir in the Republic of Macedonia. Nested optimization algorithms are embedded in a cloud application platform for water resources modeling and optimization. The platform is available 24/7, accessible from everywhere, scalable, distributed, interoperable, and it creates a real-time multiuser collaboration platform. This thesis contributes with new and more powerful algorithms for an optimal reservoir operation and cloud application platform. All source codes are available for public use and can be used by researchers and practitioners to further advance the mentioned areas.

A popular research goal has been determination of the 'best' method of operating a multipurpose reservoir. The goal of this study was to derive the economically optimum flood control diagram for a multipurpose reservoir by systems analysis. The technique employed to optimize the flood control diagram was programmed so that the optimization process could be applied to other multipurpose reservoirs. Two computer programs developed at the U.S. Army Corps of Engineers Hydrologic Engineering Center were utilized with modifications to simulate the operation of Folsom Reservoir in central California. Economic analyses were incorporated along with an optimization technique into the reservoir operations program; and the resultant program was capable of routing a sequence of monthly reservoir inflows, computing benefits for various flood control diagrams (as dictated by the optimization procedure) and selecting the economically optimum flood control diagram. The univariate gradient technique was the optimization procedure employed. The two computer programs are on file at The Hydrologic Engineering Center in Davis, California. (Author).
