Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. They are caste-, race-, and class-privileged, and have long benefitted, both economically and socially, from their privileged position. Focusing on Syrian Christian women, Sonja Thomas explores how this community illuminates larger questions of multiple oppressions, privilege and subordination, racialization, and religion and secularism in India. In Privileged Minorities, Thomas examines a wide range of sources, including oral histories, ethnographic interviews, and legislative assembly debates, to interrogate the relationships between religious rights and women’s rights in Kerala. Using an intersectional approach, and US women of color feminist theory, she demonstrates the ways that race, caste, gender, religion, and politics are inextricably intertwined, with power and privilege working in complex and nuanced ways. By attending to the ways in which inequalities within groups shape very different experiences of religious and political movements in feminist and rights-based activism, Thomas lays the groundwork for imagining new feminist solidarities across religions, castes, races, and classes.

Press accounts of the survey findings appear in hundreds of influential newspapers in the United States and abroad and form the basis of numerous radio and television reports. The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.

Kennedy's Alliance for Progress development program, Bolivia was the highest per capita recipient of U.S. foreign aid in Latin America. Nonetheless, Washington's modernization programs in early 1960s' Bolivia ended up on a collision course with important sectors of the country’s civil society, including radical workers, rebellious students, and a plethora of rightwing and leftwing political parties. In From Development to Dictatorship, Thomas C. Field Jr. reconstructs the untold story of USAID’s first years in Bolivia, including the country’s 1964 military coup d’état.Field draws heavily on local sources to demonstrate that Bolivia’s turn toward anticommunist, development-oriented dictatorship was the logical and practical culmination of the military-led modernization paradigm that provided the liberal underpinnings of Kennedy’s Alliance for Progress. In the process, he explores several underappreciated aspects of Cold War liberal internationalism: the tendency of "development" to encourage authoritarian solutions to political unrest, the connection between modernization theories and the rise of Third World armed forces, and the intimacy between USAID and CIA covert operations. The descriptions of PiS in Western media tend to rework old stereotypes about Eastern Europe that had lain dormant for some time. The book addresses the underlying question whether PiS was simply successful in understanding its electorate, and just helped Poland to revert to its normal state. This new Normal seems quite similar to the old one: insular, conservative, xenophobic, and statist. The book looks at the current struggle between one ‘Poland’ and another; between a Western-looking Poland and an inward-looking Poland, the former more interested in opening to the world, competing in open markets, and working within the EU, and the latter more concerned with holding onto tradition. The question of illiberalism has gone from an ‘Eastern’ problem (Russia, Turkey, Hungary, etc.) to a global one (Brexit and the U.S. elections). This makes the very specific analysis of Poland’s illiberalism applicable on a broader scale.

Book excerpt: For more than a century, from 1900 to 2006, campaigns of nonviolent resistance were more than twice as effective as their violent counterparts in achieving their stated goals. By attracting impressive support from citizens, whose activism takes the form of protests, boycotts, civil disobedience, and other forms of nonviolent noncooperation, these efforts help separate regimes from their main sources of power and produce remarkable results, even in Iran, Burma, the Philippines, and the Palestinian Territories. Combining statistical analysis with case studies of specific countries and territories, Erica Chenoweth and Maria J. Stephan detail the factors enabling such campaigns to succeed and, sometimes, causing them to fail. They find that nonviolent resistance presents fewer obstacles to moral and physical involvement and commitment, and that higher levels of participation contribute to enhanced resilience, greater opportunities for tactical innovation and civic disruption (and therefore less incentive for a regime to maintain its status quo), and shifts in loyalty among opponents' erstwhile supporters, including members of the military establishment. Chenoweth and Stephan conclude that successful nonviolent resistance ushers in more durable and internally peaceful democracies, which are less likely to regress into civil war. Presenting a rich, evidentiary argument, they originally and systematically compare violent and nonviolent outcomes in different historical periods and geographical contexts, debunking the myth that violence occurs because of structural and environmental factors and that it is necessary to achieve certain political goals. Instead, the authors discover, violent insurgency is rarely justifiable on strategic grounds.

These events confirmed that even in a digital era, people rely on public dissent to communicate grievances, change public discourse, and stand in collective solidarity with others. However, the demonstrations also showed that the laws surrounding public protest make public contention more dangerous, more costly, and less effective. Police fired tear gas into peaceful crowds, used physical force against compliant demonstrators, imposed broad curfews, limited the places where protesters could assemble, and abused 'unlawful assembly' and other public disorder laws. These and other pathologies epitomize a system in which public protest is tightly constrained in the name of public order. Managed Dissent argues that in order to preserve the venerable tradition of public protest in the US, we must reform several aspects of the law of public protest.
