In this series of surveys will be found a county with millions of oil wealth in it; a county from the timber lands of East Texas; one from the Blackland Belt with its educational and sociological com plications arising from high-priced land, the one crop sys tem, farm tenants and absentee landlords; one from the Western Cross Timbers where loss of rural population has brought about a large amount of social stagnation one from middle west Texas with its thrifty, homogeneous. Home owning English-speaking population; one from the high plains where there is much room fer expansion and where there is a wholesome breadth of vision on the part of most of the people; and one from South-west Texas with its cos mopolitan population of Mexicans and other non-english speaking whites. Thus the rural educational conditions obtaining throughout the state will be covered in a fairly representative way. The object of these studies it twofold: (1) To enable counties in which they are conducted to see where they stand educationally, and to assist them in the work of educa tional self-improvement; (2) To obtain a fund of definite, reliable, comprehensive information on the rural-life situa tion in Texas to be placed at the disposal of students and teachers of education. It is hoped that these studies may make some contribution to the content of the courses in rural education now being offered in the normal colleges and the other colleges of Texas. For an answer one must look to the facts Of our agricultural development during the first decade Of the twentieth century. In the Quarterly journal of Economics for November, 1912, Mr. J. L. Coulter, of the United States Bureau of the Census, epitomizes the findings of the Division of Agriculture of the Census of 1910. The census shows that during the ten years from 1899 to 1909 agricultural production in the United States increased only IO per cent. As compared with the preceding decade, while the popula tion - the number of mouths to be fed - increased 21 per cent! And this failure Of the food-supply to keep pace with the population was most serious in those staples upon which the elemental life Of the nation most directly depends. To meet an increase of 21 per cent. In the population the aggregate production of wheat increased only per cent., of orchard fruits only per cent., while the production of corn actually decreased per cent. The facts here brought to light make it plain that it is the menace of hunger that is turning the nation to the rural school as the only instrument capable of avert ing wide-spread disaster. We have now reached a stage in the history of this country, says Mr. Coulter, when farmers in average years do not produce much more of the raw materials used for food, forage, and clothing than is needed within the country. Until about the beginning of this century interest in the public high school was confined almost wholly to cities and larger towns. Since that time it has extended more and more to the smaller towns, villages, and open country, until there is now free and easy access to good public high schools for a large portion of the rural population, and the tendency is toward universal high-school education for children, both urban and rural. This is a tendency which should be strengthened and encouraged in every possible way. Probably in no State has there been greater progress in the establishment of high schools than in the State of Illinois. I therefore recommend for publication as a bulletin of the Bureau of Education the account transmitted herewith of the township and community high-school movement in Illinois. All students of country life seem to agree that a radical readjustment of the entire rural educational and social system, to fit modern conditions, is imperative; but while a few of the leaders have hewn close to the vital spot, none so far have gone straight to the heart of the subject. The author is convinced that the time has come when we must insist upon a full program of reconstruction from the ground up, and begin to build at once. The gist of the problem is to establish a new school in which the essentials of a modern education can be taught. The old school, as still found in over ninety per cent of the rural districts, does not lend itself to such a program; and no amount of repair, addition, varnish, or veneer will transform it into an efficient, modern institution. Rebuilding is absolutely essential. Some friends of the rural school advocate comprehensive changes in the curriculum and justly demand that the training of country boys and girls shall culminate in a complete industrial and vocational education, adapted to twentieth-century life. They are agreed that rural teachers must measure up professionally and otherwise to their colleagues in our best school systems; they recognize that salaries paid must be adequate to insure high-class training and instruction; and yet - they fail to see that these things are impossible in an obsolete school system in which the first elements of success are wanting. The one-room school must go. It cannot provide the education to which country boys and girls are entitled and which the welfare of the country demands. Although it does not present the same aspects in every state, no section is freed from the responsibility of endeavoring to, find its solution. It is not a new problem. Ever since the time of James G. Carter, and of Horace Mann, educators have called attention to the deficiencies of the coun try school. The counts in the indictment which have been brought against it through all these years differ but little, unattractive sites, miserable buildings, insufficient equipment, poorly prepared and poorly paid teachers, inadequate and incom petent supervision, unevenly distributed enrollment, irregular attendance, meager curriculum, and a poorly conducted school. Although it is true that much progress has been made in these particulars during the past three - quarters of a century, and although in certain localities conditions are con sidered fairly satisfactory, the need for reform is more strongly and more generally expressed to - day.
