Or, ce problème a été abandonné au profit de l'élaboration de méthodes statistiques d'enquête et de sondage, et ce en même temps que l'opinion acquérait un pouvoir immense et se voyait discréditée au titre d'opinion de la masse. L'incompétence, le conformisme, l'irrationalité, la versatilité, sont encore réputés ses traits dominants. Mais ces derniers proviennent-ils des transformations sociales du public, comme cela a souvent été affirmé, ou sont-ils avant tout solidaires des présupposés - notamment psychologiques, comportementalistes - qui ont présidé à l'invention des outils de quantification au cours de la première moitié de notre siècle ? Afin de contribuer à renouveler la pensée de la démocratie, il est important de mettre en évidence les enjeux politiques des définitions psychosociales de l'opinion publique auxquelles la science politique, d'abord américaine, doit sa naissance. Sur cette base, il faut dénoncer la dérive antidémocratique qui a justifié l'appel aux experts et, de là, le fait que le public a été réduit à n'exercer qu'un contrôle diffus, largement passif et réactif, de l'exercice du pouvoir.

The importance of public opinion in the process of European integration was brought into sharp focus at the start of the 1990s. Discussion about the future of Europe comes in a variety of forms, however, depending on the circumstances of the country concerned. This book brings together important and insightful articles about public opinion in countries at the centre of this European debate. These concern Germany, Belgium, France and Italy, from the founding members; the UK and Denmark from the first enlargement, with Norway; Portugal, from the 1986 enlargement and Austria, from the 1995 one; Hungary and the Czech Republic, two candidate-countries due to accede to the EU in 2004. This volume re-evaluates the importance of particular strands of public opinion which are often overlooked in the academic literature.
