Book excerpt: This booklet is a supplement to the WHO monograph Tools for assessing the O&M status of water supply and sanitation in developing countries which comprises nine tools for measuring and evaluating the effectiveness of operations and maintenance (O&M) of water supply and sanitation services. The WHO tools are: Tool 1: Effectiveness of the O&M management system. Tool 2: Guidelines for an audit of O&M. Tool 3: A framework for assessing the status of O&M. Tool 4: Guidelines on O&M performance evaluation. Tool 5: Guidelines on O&M performance reporting. Tool 6: Guidelines for the selection of performance indicators. Tool 7: Performance indicators for water supply and sanitation. Tool 8: Potential information sources. Tool 9: Participatory information-gathering. Tool 7 suggests performance indicators which are specific to water supply and sanitation; all other tools are generic and apply equally to any other of the urban services. Tool 7A has been produced as a supplement to Tool 7 which provides some indicators in relation to these other urban services. On inspection of Tools 7 and 7A, however, it can be seen that it is relatively straightforward to develop equivalent performance indicators oneself for one's own use. An additional Tool 10 has also been prepared to offer advice on indicators for technical, financial and institutional sustainability.

Book excerpt: This paper addresses sanitation for the urban poor from a service delivery perspective. This entails a shift from simply seeing interventions as capital projects towards a systems approach that considers all elements required to provide sustainable and appropriate sanitation services to the poor at scale. The paper argues that urban sanitation services should consider: - The entire sanitation chain: confinement (the toilet seat and safe storage under the seat), removal and transportation of faecal sludge, subsequent treatment and disposal or re-use. - The service delivery process: planning, construction, operation and maintenance, and subsequent renewal of service delivery elements. - Both hardware and software elements, particularly hygienic behaviour. The delivery of sanitation services to the poor does not take place in isolation but in a larger urban reality. Hence, this background paper examines the broader urban context as well as sanitation specific issues. Approaches that seek to isolate themselves from this urban reality will fail to scale up and at best remain islands of success in a sea of failure. The section on specific sanitation issues demonstrates that technological options, finance, partnerships, and governance are strongly interconnected, underlining the need for an interdisciplinary approach and dialogue. This paper is central to the symposium -- it is designed to draw together some of the key arguments from the main papers being presented and to provoke participants into a response. Two key questions have been formulated to help guide examination of the cases that are to be presented and discussed during the symposium: - Is the approach or methodology well embedded in the urban environment, so having the potential to be scaled up? - Whose shit is it, how is it dealt with it and who foots the bill?

Book excerpt: Urban transport systems are essential for economic development and improving citizens' quality of life. To establish high-quality and affordable transport systems, cities must ensure their financial sustainability to fund new investments in infrastructure while also funding maintenance and operation of existing facilities and services. However, many cities in developing countries are stuck in an "underfunding trap" for urban transport, in which large up-front investments are needed for new transport infrastructure that will improve the still small-scale, and perhaps, poor-quality systems, but revenue is insufficient to cover maintenance and operation expenses, let alone new investment projects. The urban transport financing gap in these cities is further widened by the implicit subsidies for the use of private cars, which represent a minority of trips but contribute huge costs in terms of congestion, sprawl, accidents, and pollution. Using an analytical framework based on the concept of "Who Benefits Pays," 24 types of financing instruments are assessed in terms of their social, economic and environmental impacts and their ability to fund urban transport capital investments, operational expenses, and maintenance. Urban transport financing needs to be based on an appropriate mix of complementary financing instruments. In particular for capital investments, a combination of grants †“from multiple levels of government†“ and loans together with investments through public private partnerships could finance large projects that benefit society. Moreover, the property tax emerges as a key financing instrument for capital, operation, and maintenance expenses. By choosing the most appropriate mix of financing instruments and focusing on wise investments, cities can design comprehensive financing for all types of urban transport projects, using multi-level innovative revenue sources that promote efficient pricing schemes, increase overall revenue, strengthen sustainable transport, and cover capital investments, operation, and maintenance for all parts of a public transport system, "from the sidewalk to the subway."

Basic infrastructure services are services that allow the urban poor to live under conditions that facilitate their income-generating activities so they can maintain a good nutritional level and participate in the normal activities of society. Services include housing, transportation, water, sanitation, solid waste disposal, and energy for cooking and lighting. In addition to discussing ways to improve the conditions of the poor in urban areas through the provision of basic infrastructure services, the workshop also laid the groundwork for follow-up regional senior policy seminars in Latin America, Africa, and Asia. While workshop participants did not attempt to conclude with formal policy recommendations, they did develop general areas of consensus. The focus of the workshop discussions were on the following concerns: financial issues; the role of nongovernmental organizations; the role of governments; and the relationship between nongovernmental organizations and the governments.

The project provides a basis for better understanding of how to identify and build upon local initiatives that are likely to improve water and sanitation services. The project also looks at how local organisations in those countries have managed to: scale up successful projects; work collaboratively; finance water and sanitation schemes; and use information systems such as mapping to drive local action and monitor improvements.

The third and most extensive part serves as a detailed guide to the planning and control of operation and maintenance procedures. While most attention is given to projects for controlling water loss, part three also covers programmes for controlling the production and quality of drinking-water, and for sewage collection, treatment, re-use, and disposal. The remaining chapters describe information systems and the procedures and stages of implementation. Of particular practical value is a five-page tabular presentation of performance indicators that can be used to assess the effectiveness of specific activities.
