Available in PDF, EPUB and Kindle. Book excerpt: On January 2009, President Obama signed the Memorandum on Transparency and Open Government. The memorandum declares the new Administration’s commitment to creating an unprecedented level of openness in Government and establishing a system linking three principles: transparency, public participation and collaboration. Since then, federal agencies in the United States and public administrations around the world have embarked on open government initiatives and have worked to redefine their relationship with citizens and with each other. On September 20th, 2011, eight governments gathered in New York City to launch the Open Government Partnership, a new multilateral initiative to promote open government. The benefits attributed to open government are many and by no means universally shared. They include the claims that open government leads to more effective decision making and services, safeguards against corruption, enables public scrutiny, and promotes citizens’ trust in government. However, the speed of events and pressure to implement has given rise to confusion and ambiguity. Although many of the initiatives have been based on opening data and on promoting open action, governments have followed different directions and interpretations when it has come to implement them and development of open government has become unequal and heterogeneous. This book provides a comprehensive study of recent major developments of open government around the world, and analyzes the importance of open government efforts for public governance, making it of interest to academics and practitioners worldwide.

Book Freedom of Information Reform in China

Download or read book Freedom of Information Reform in China written by Weibing Xiao and published by Routledge. This book was released on 2013-03 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: Freedom of Information (FOI) in China is often perceived as a recent and intriguing phenomenon. This book presents a more complex and detailed understanding of the evolution of FOI in China, using information flow analysis to explore the gradual development of government receptivity to FOI in an information environment through time. The book argues that it is necessary to reassess the widely divergent origins of FOI reform in China, and asserts that social, political and legal factors should have central roles in understanding the development of FOI in China. The book uses information flow analysis to find that FOI reform in China formed part of a much longer process of increased transparency in the Chinese information environment, which gradually shifted from the acceptance of proactive disclosure to that of reactive disclosure. FOI thus has become a beneficiary of this gradual transformation of the Chinese information environment.

Book Administrative Justice in Context

Download or read book Administrative Justice in Context written by Michael Adler and published by Bloomsbury Publishing. This book was released on 2010-04-30 with total page 558 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book comprises a definitive collection of papers on administrative justice, written by a set of very distinguished contributors. It is divided into five parts, each of which contains articles on a particular aspect of administrative justice. The first part deals with the impact of 'contextual changes' on administrative justice and considers the implications of changes in governance and public administration, management and service delivery, information technology, audit and accounting, and human rights for administrative justice. The second part deals with conceptual issues and describes a number of competing approaches to the administrative justice. The third part deals with the application of administrative justice principles to private law disputes while the fourth part deals with the distinctive characteristics of administrative justice in three other jurisdictions. The final part deals with current developments in administrative justice and the book concludes with a discussion of legislative and policy developments in the UK. The general approach of the book is socio-legal and interdisciplinary. The chapters adopt a variety of disciplinary perspectives, including those derived from political science, public policy, social policy, accounting and information technology as well as from law. Although most of the contributors are academics, some are practitioners. For these reasons, the book should be of interest to lawyers, particularly those with interests in administrative law, and to social scientists, particularly those with interests in public administration, public policy and public management.

Book Freedom of Information

Book excerpt: This volume contains articles examining freedom of information statutes, including those protecting government employees who expose official misconduct. Using United States laws as examples, the articles explore the relationship of these laws to administrative and constitutional theory in the United States. The articles allow the reader to speculate how the connection of these laws to liberal democratic theory explains their recent adoption in several countries and their international application.

Book Freedom of Information

Download or read book Freedom of Information written by Mr Michael Hunt and published by Ashgate Publishing, Ltd.. This book was released on 2013-03-28 with total page 178 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the UK's Freedom of Information Act of 2005, which allows public right of access to information held by public authorities, considerable evidence has accumulated about the ways in which the Act has been applied in the interests of democracy and accountability. Until now, there has been little research into these findings at the local level of government. In this detailed review, leading experts in the field consider best practice regarding the operation of the Act, and examine how the Act has enabled the public to contribute to local decision making and debate local issues. The work of the Campaign to Protect Rural England is used as a case study to demonstrate how the work of interest groups may be affected. This timely work addresses the challenges of democracy and efficiency facing local services, and considers how the accountability of local authorities can best be ensured.
