Evidence is given in favor of an ambient instead of a contamination origin for the water cluster ions, although the exact processes for the formation of these ions in the atmosphere are still not definitely established. A theory is discussed whereby water cluster ions may be created through the ionization of small water conglomerates, which are assumed both to be present in the mesosphere and to have very low ionization thresholds. Book excerpt: Positive ion composition measurements in the D and E regions were performed on three rocket flights during the 1966 solar eclipse program conducted at Cassino, Brazil. The E region results showed that, at totality, NO+ and O2+ decreased in density while the ratio NO+/O2 increased. Long-lived meteoric ions appeared to be unaffected during the short period of the eclipse. A submerged layer of meteoric ions became prominent at totality when the molecular ion densities were smallest and produced a sporadic E layer. The D region results indicated that the decay in the water cluster ions at totality was probably less than a factor of four in the vicinity of 80 km. This work represents part of a continuing Air Force program to study lower ionospheric processes which affect communications. (Author).

Book excerpt: A summary of quiet D-region electron density measurements made by the wave interaction technique at The Pennsylvania State University for the period October 1969 - January 1971 is presented. Some estimate of the uncertainty in these measurements is given also. The mean electron density profile for July 1970 noon and the measured relative positive ion composition are used as constraints to develop a model of D-region ion chemistry between 60 and 80 kilometers. The neutral densities were taken from previous experimental and theoretical studies. Electron production rates due to Lyman-alpha, ultraviolet, x-rays, and galactic cosmic rays were considered. Some estimates are reported of the rate of conversion of NO+ ions into water cluster ions, the NO density and the detachment rate. It is concluded that the model developed for summer noon conditions will predict reasonably well the average seasonal and diurnal behavior of the D-region electron density, in spite of uncertainties in the neutral chemistry. A brief sketch is given of the solar-terrestrial environment, extending from the earth's surface to the sun. Processes in this natural system influence several energy activities directly or indirectly, and some present and potential energy activities can influence the natural system. It is not yet possible to assess the two-way interactions quantitatively or to evaluate the economic impact. An investment by the Department of Energy (DOE) in a long-range basic research program would be an important part of the department's mission. Existing programs by other agencies in this area of research are reviewed, and a compatible DOE program is outlined.

The purpose of the symposium was to present measurements and observations made during the November 1969 Solar Proton Event. This particular event was unique in that extensive solar, magnetospheric and aeronomic measurements by rocket, satellite and ground based techniques were made to provide a comprehensive picture of the phenomenology and morphology of this event. In addition, present knowledge of solar proton events and their effects on the polar ionosphere was reviewed and discussed. This included theoretical studies as well as results from investigations of other solar proton events. The symposium comprised invited as well as contributed papers. A total of 49 papers presented at the symposium are included in these proceedings.
