Decision makers at all levels need sufficiently detailed information on regional economic structure in order to undertake consistent and comprehensive regional planning. A means is put forward here, elevating the impracticable regional input-output method, to that of an operational planning technique. This development represents a system which facilitates the examination both of the economic structure of individual regions in reasonable detail, and of the regional structure of the state economy. The technique, termed the Generation of Regional Input-Output Tables (GRIT), is designed for general use in the production of regional input-output tables, and other data sources contributing towards the holistic accuracy of the table, thereby providing accurate maximisation of input-output tables within a given budget constraint.

Book excerpt: The construction regional input-output table needs huge resources in terms of money and time. Sometimes, regional government cannot afford for such purpose. The book offers such efficient method for constructing regional input-output table. The objectives of this study are: a) to identify the fundamental economic structure (FES) in Indonesian regional economies; b) to develop a hybrid method for constructing regional input-output tables using the fundamental economic structure approach; c) to evaluate the performance of the fundamental economic structure approach; and d) to apply the model for constructing regional input-output tables in small regions to two districts in South Kalimantan Province, Indonesia. The FES approach is relatively efficient in terms of using superior data. The results of the study suggest that the fundamental economic structure in Indonesia has similar pattern with other studies such as Australia and South Africa. The results of the evaluation using different tests appear to be consistent across provinces. In most cases, the errors are relatively low on average using different measures.

Book excerpt: In 1976, volume 116 of the Lecture Notes in Economics and Mathematical Systems appeared in the library of the University of Illinois. The title of the book, Input-Output Analysis and the Structure of Income Distribution was sufficiently intriguing to one of the present editors (Hewings) to command attention. Some years later, during the First World Congress of the Regional Science Association in Cambridge Massachusetts in 1980, Madden and Batey presented some of their work using their now familiar demographic-economic modeling system. Discussion ensued about the relationship between this system, Miyazawa's formulation and the social accounting matrices most closely associated with the work of Stone. During a year's residence at the University of Illinois, Batey was able to produce a valuable typology of multipliers that began the process of integrating these several modeling systems into a coherent package. Thereafter, a number of regional scientists have exploited the ideas and insights proposed by Miyazawa, especially the notion of the interrelational income multiplier and the ideas of internal and external multipliers.

And, of course, it is a field that has developed a large practitioner cohort in government and business agencies from the national down to the state and local levels. In planning for cities and regions, both large and small, economic development issues now tend to be integrated into strategic planning processes. For at least the last 50 years, scholars from various disciplines have theorised about the nature of regional economic development, developing a range of models seeking to explain the process of regional economic development, and why it is that regions vary so much in their economic structure and performance and how these aspects of a region can change dramatically over time. Regional scientists in particular have developed a comprehensive tool-kit of methodologies to measure and monitor regional economic characteristics such as industry sectors, employment, income, value of production, investment, and the like, using both quantitative and qualitative methods of analysis, and focusing on both static and dynamic analysis. The 'father of regional science', Walter lsard, was the first to put together a comprehensive volume on techniques of regional analysis (Isard 1960), and since then a huge literature has emerged, including the many titles in the series published by Springer in which this book is published.

Book excerpt: Environmental problems, as far as they raise economic questions, even conflicting with pre-ecology economics, can be tackled in different ways. The way chosen by Bernard Coupe was not the French 'voie royale', -a Louis-XIV equivalent of a speedway - but the narrow path, con sisting in carefully implementing a simple but valid model. This model is amenable to many extensions, but it reveals the core of some economic-ecological problems: the search for acceptable solutions when one is confronted with a set of rather narrow constraints. A not uninteresting finding is that 'full-employment' solutions do seem to exist, though leading to different uses of the product made available. How such solutions are to be politically implemented is then a further stage of the reasoning, not taken up in this book. We spent, Bernard and I, many a well-filled hour in discussing the technicalities of the exercise: the consumption and investment functions, with their estimation problems, the treatment of the transportation sector, problems in geometric programming, et de quibusdam aliis. Especially when prefacing the final product, one is particularly pleased to be able to evoke the times past, but well spent. Bernard Coupe will certainly in the course of his development work in Africa, use the spirit and techniques of this approach. We can expect in the future some good reporting on this facet of his work too.
