After the narrowly averted "train crash" over Cyprus in 2006, the second election victory of the Justice and Development Party in July 2007 opened new prospects for Turkish-EU relations. But in an EU emphasising a collective identity based on shared civilisational values, Turkey’s European credentials have been increasingly called into question. Amending national identity through political change has become the key to the success or failure of the Turkish integration project. This volume examines the EU role in strengthening the domestic pro-reform coalition within Turkey, the paradox - and potential limits - of Turkey’s europeanising Islamists, and the impact of Europeanisation through conditionality, including a case study of Turkish policy towards the Cyprus Question. Also addressed are the Western stereotypes of Turkish identity influencing the country’s EU prospects, notably concerning the role of Islam in precipitating acts of political violence and its association with sexual and political violence in the discourse of European opponents of Turkish accession. Book excerpt: Since 1973, the European Union has been expanding its borders from its six founding members - West Germany, France, Italy, the Netherlands, Luxembourg, and Belgium, to include all of Western Europe and parts of Scandinavia by 1995. However, with the fall of the Soviet Union in 1990, the EU made a difficult but beneficial choice of paving the road for the Eastern and Central European (ECE) to become EU members. However, there was a need for the EU to determine the goals and guidelines that would format the transition of these former communist states into productive members of the EU. This paper will analyze the evolution of these guidelines - formally outlined by the Copenhagen Criteria - that set the precedent for these states to become members. The main issue of this paper will take these criteria a few steps forward, comparing states that were given membership based on the criteria and those who have been established by the EU as at least "potential EU members" but have not been deemed as satisfying these criteria enough to become candidates or full members. Both qualitatively and quantitatively, the comparisons of the 2004 and 2007 new EU members and other states of the Western Balkans and Turkey will be conducted to determine if the political and economic guidelines established by Copenhagen are the only guidelines being met, or if areas such as cultural values and "Europeanness" are also contributing to membership levels.

When Edward Heath lost the 1974 General Election, Harold Wilson returned to No. 10 promising a fundamental renegotiation and referendum on EC membership. By the end of the first year of membership, 67% of voters had said ‘yes’ to Europe in the UK’s first-ever national referendum. Examining the relationship between diplomacy and domestic debate, this book explores the continuities between the European policies pursued by Heath and Wilson in this period. Despite the majority vote in favour of maintaining membership, Lindsay Aqui argues that this majority was underpinned by a degree of uncertainty and that ultimately, neither Heath nor Wilson managed to transform the UK’s relationship with the EC in the ways they had hoped possible.

The analysis tests whether, on top of the standard growth determinants, the period of EU accession made a significant difference to the growth performance of the New Member States (NMS). The paper finds that the period of EU accession is characterised by significantly larger growth rates of per-capita GDP, even after controlling for a wide range of economic and institutional factors. This effect is robust and particularly strong for countries with relatively low initial income levels, weak institutional quality and less advanced financial development, suggesting that EU accession has been speeding up the catching-up process and improved the institutions of the laggards among the NMS. The prospect of EU membership which has triggered large capital inflows seems to have fostered economic growth of those NMS with lower degrees of financial depth."--Publication information page.

Sajdik and Schwarzinger relate their first-hand experience of proceedings that occurred behind closed doors. They detail how the vision of adding some countries gradually developed into the concrete policy intended to enlarge the European Union. A special chapter explains the Accession Process as well as the Union's strategy that prepared the candidate countries, in legal and economic terms, for membership. The authors describe in detail the complex negotiations that occurred from 1998 to 2002. These include activities of EU member states as well as the European Commission with respect to the candidate countries. They further offer a brief analysis of future possibilities of EU-accession by Balkan nations and Turkey. A number of topical chapters deal with particular key issues involved in the process: free movement of workers, agriculture, financing of the enlargement, transport, and nuclear safety.
