In discussing the relations of the soils of the Fresno district to alkali, however, it should be clearly borne in mind that only limited areas of those soils underlain by white hardpan are affected with alkali. The soils underlain by red hardpan contain but little alkali, and there is practically no dan ger that any serious damage from this source will ever result, and it is upon these alkali-free soils that the agricultural prosperity of Fresno has been firmly established. The accompanying sketch map (fig. 1) shows the position of the lands underlain by red hardpan and white hardpan and the areas of white hardpan soils affected with alkali. Of the acres comprising the Fresno district contain some alkali, but only acres contain sufficient 'to prevent the growth of any useful crops. The remaining acres contain only moderate quantities of the injurious salts and even in their present condition can be farmed with a fair degree of profit. This slow process, known as natural erosion or geologic erosion, goes on unnoticed over hundreds of years. This type is not dangerous usually; it may be beneficial to man and the earth. Many fine agricultural areas have been formed in this way. But where land is cultivated or left bare, another and faster kind of erosion occurs. This is accelerated erosion, and it is caused by man's carelessness. When land is cultivated there is no dense growth of plants to protect the soil, and erosion may be a thousand times faster than on protected land. Accelerated erosion damages grasslands when the grass is thinned out by overgrazing. It damages woodlands left bare by overcutting, overgrazing, and burning. During the months from March to November the principal farm work is accomplished and the bulk of the work is usually crowded into about three of these months. Of these three months not every day is a working day, due to bad weather. The result is that the farmer is confronted with the task of squeezing through a maximum of work in short periods, when everything must go as planned or loss occurs. It is in these periods of stress or what our efficiency experts call the peak load, that a well-planned farmstead and farm are appreciated. Then it is we determine whether every building on the farm is constructed for efficiency; whether each building is located in the right direction or at the right distance from every other building; whether the feed lots, the garden, the poultry yard, and other such subdivisions are properly located and the stock handled to the best advantage. The arrangement of the farmstead is just as important to the farmer as is the arrangement of the factory to the manufacturer. Manufacturers are planning with the view of reducing labor and costs. They are learning to start raw material in one end of a building and bring a finished product out the other end with never a backward movement or a moment's delay in the procedure. If you are planning new buildings, plan them for efficiency and locate them for efficiency. Plan them just as if every day in the year would be a busy day when every minute of time and every step is valuable. Planning for efficiency does not mean an unattractive farm lav out - rather, an attractive one. Plan well, for planning takes but a short while and you will use your farmstead constantly for many years. It will serve the following purposes: (1) The irrigation of about acres of equally rich lands now inadequately supplied with water; (2) the improvement of naviga tion of two important rivers; (3) the reduction of flood damages to highly developed lands along these rivers; (4) the production of low-cost power for a rapidly growing market, of major importance in the war effort; (5) the provision of a safe fresh water supply for cities and industries as well as for farms; (6) the regulation of the fluctuating flow of the rivers for the protection of domestic water supply, industrial water supply, and of acres of fertile delta lands now threatened with ruin by the infiltration of salt water from the sea; and (7) the creation of recreational and wildlife areas. In the West where the Bureau of Reclamation operates are more than acres of arid and semiarid lands. Irrigation is meces sary for general farming, and close settlement of rural areas cannot be achieved without it. Since the maintenance of most of the population is dependent on irrigation, the use of the available water for irrigation generally is considered the primary use, excepting only its use for domestic purposes.
