The adequacy of the evidence base to support this position has been the subject of spirited debate on both sides of the Atlantic. The primary purpose of this book is to contribute to this policy-relevant discussion by presenting new scholarship from many countries that rigorously quantifies various sorts of neighbourhood effects through the use of cutting-edge social scientific techniques. Building on nearly a decade of ethnographic and historical research in Romania, Italy, France and the UK, Giovanni Picker casts a series of case studies into the historical framework of circulations and borrowings between colony and metropole since the late nineteenth century. By focusing on socio-economic transformations and social dynamics in contemporary Cluj-Napoca, Pescara, Montreuil, Florence and Salford, Picker detects four local segregating mechanisms, and comparatively investigates resemblances between each of them and segregation in French Rabat, Italian Addis Ababa, and British New Delhi. Large is wrong, because many people prefer a living surrounding that reflects the human scale. Housing as a single function is wrong, because mixed areas are livelier. And estates are wrong, as these refer to top-down planned areas which the residents themselves have no say in. Although many such estates function well, others have proved to be in serious problems. The question is how to deal with this legacy. For these estates to recover, an integrated solution is needed. Large-scale problems require large-scale interventions. The Amsterdam Bijlmermeer area has been the most deprived and stigmatised area in the Netherlands for at least a quarter of a century, despite its glorious design in the 1960s. The Bijlmermeer can now be considered as a leading case for area regeneration. The author has followed this fascinating neighbourhood for years and provides an analysis of its construction, fall and recovery. Moreover, he compares the Bijlmermeer with many other large housing estates in the Netherlands and abroad, and analyses what conclusions may be of use for other areas.

Book excerpt: As a result of economic transitions and several societal developments over the past 50 years, residential neighbourhoods have developed from being places where people predominantly live into places where people also work. A growing number of small- and medium-sized firms are located in residential neighbourhoods, many of which are home-based. Triggered by relatively high levels of turbulence in residential neighbourhoods and inter-locality variation in firm survival, firm growth and firm relocation, this study concerned whether and how neighbourhood characteristics influence the success of local firms and the strategic options of their entrepreneurs. The research demonstrates that some ‘neighbourhood effects’ on firm success and strategy do exist, especially for the growing group of solo entrepreneurs and firms in locally-oriented sectors. In particular the social context in which entrepreneurs are embedded matters, as cohesive neighbourhoods trigger both firm growth and entrepreneurial investments. Furthermore, the accumulation of liveability-related problems in disadvantaged neighbourhoods seems to contribute to an unfavourable business climate.
