We use a dynamic and stochastic framework to first derive the resource manager's long run average net cost function. We then demonstrate how the temporal control can be chosen to minimize this objective function.

Book excerpt: Although rangelands are one of the most important ecological-economic systems on our planet, researchers thus far have paid scant attention to the study of range management from a theoretical perspective. As such, this book provides a systematic approach to the theoretical study of range management under uncertainty. In particular, the book demonstrates how the theory of stochastic processes and the techniques of stochastic modelling can be used to construct and analyse theoretical models of jointly determined rangelands and thereby shed light on the task of range management. Because specialised grazing systems involving the rotation of animals between pastures have been a major focus of range managers since the 1950s, this book pays considerable attention to questions that arise when specialised grazing systems such as short duration grazing are used to manage rangelands. Specific issues that are analysed in this book include the optimal number of paddocks in short duration grazing, the steady state distribution of animals in short duration grazing. Also, the effect of potential irreversibilities, the choice between the stocking rate and time, herding in ranch operations, and the role of time in range management, is discussed.

Book excerpt: This paper provides a theoretical analysis of the effects of temporal controls on the stochastic behavior of renewable natural resources such as fisheries and rangelands. First, we show that temporal resource management is characterized by the existence of a threshold effect. Second, we point out that in the presence of environmental uncertainty, the ability of a manager to move a resource to a desirable state depends on the magnitude of the effect that the temporal control has on the state of the resource. Third, we show that if this magnitude is below a critical threshold then it will be impossible for the manger to reach any desirable state of the resource in a finite amount of time. Finally, we solve an optimization problem from the standpoint of a resource manager. Our analysis of this problem shows that the proper course of action involves choosing the temporal control in a way so that the resource is able to provide society with a flow of consumptive and non-consumptive services, and the persistence of the undesirable state is minimized.

For our own survival and euphoria, it is paramount that such resources remain as their name implies and not be driven to extinction through short term programs of over exploitation. Consideration of the harvesting of renewable resources leads to a simple question that was the theme of the workshop and is the focus of these proceedings: SUPPoRe you are assigned the role of manager for a specific renewable resource eco system. How would you decide on harvesting policies so that the system can be exploited economically yet at the same time maintain the integrity of the system? This, of course, is a loaded question. First of all, it is not clear that there is ever anyone single decision maker who is able to set the rules for all of the harvesters in an exploited ecosystem. The political process is complicated and to some extent unpredictable. This aspect of the question is recognized to be important, but could not be addressed here. Assuming then that someone really is in charge, what would be involved in the * decision making process? As Clark points out, "there is no alternative but first to model the system. " We agree. However, if the original question was loaded, modeling is the adulterate.

Book excerpt: Dynamic modeling is general and recently the most interesting perspective to solve a dynamic economic problem based on Pontryagin's maximum principle. Moreover, according to traditional economic theory, up to the middle of twentieth century, production functions are built without taking into account inputs' scarcity. Nowadays however, it is clear that both inputs are depletable quantities and a lot of constraints are imposed in their usage in order to ensure economic sustainability. For example, the input “oil”, used in the production is a not renewable resource, can be exhausted. In a similar way, every biomass residing in ecosystems is a resource that can be used in a generalized production function for capital accumulation purposes but the latter resource is a renewable one. The contribution of this paper is the presentation of two renewable resources dynamic models in order to extract the optimal trajectories of the state and control variables for the optimal control economic problem. Authors attempt to show how methods of infinite horizon optimal control theory have been developed for renewable resources models.
