His study comprises a literature survey, a model of the donor-fundraiser relation, and finally, an econometric analysis of the impact of fundraising on giving behaviour. The survey introduces theoretical approaches to donor motivation, groups them according to their central assumptions, and assesses their empirical relevance. The theoretical analysis takes for granted that fundraising is an integral part of the giving process, and models the potential conflict concerning the amount of fundraising exerted. Fundraising typically displays an ambiguous effect on donor utility. The empirical analysis employs two extensive datasets to investigate this complex donor-fundraiser relation, while establishing a convincing link of donor-level data to non-profit financial data.

Not immune to scandals, sometimes nonprofits are in the news for all the wrong reasons and so, when they are in the public eye, regulators must respond to high profile cases. In this book, a team of internationally recognised charity law experts offers a modern take on a fast-changing policy field. Through the concept of policy debates it moves the field forward, providing an important reference point for developing scholarship in charity law and policy. Each chapter explores a policy debate, setting out the fault-lines in play, and often offering proposals for reform. Two important themes are explored in this edited collection. First, there is a policy tension in charity law between its largely conservative history and the need to keep up-to-date with social change. This pressure is felt acutely along key fault-lines, such as the extent to which a body of law which developed before the advent of legislated human rights is able to adapt to a rights-based world, and the extent to which independent schools – historically so closely linked with charity – might deserve their generous tax-breaks. The second theme explores the law from the perspective of a good-faith regulator, concerned to maximise the usefulness of charities. Long neglected as a topic of theorizing and empirical investigation by mainstream economics in particular, these initial theories of nonprofit organizations, introduced by Burton Weisbrod (see Chapter 3 by Kingma and Chapter 4 by Slivinsky) and Henry Hansmann (see Chapter 5 by Ortmann and Schlesinger and Chapter 6 by Hansmann) and others in the late 1970sand early 1980s, continue to shape theoretical and conceptual efforts. Importantly, their influence extends beyond economics and informs sociological and political science approaches to the set of organizations and institutions located between the market firm and the state agency as well (see Chapter 10 by Wolpert, Chapter 11 by Salamon, and Chapter 12 by Wolch; also Anheier & Ben-Ner, 1997; DiMaggio & Anheier, 1990). While the theoretical map of nonprofit research has expanded beyond these early attempts and now includes several other major theories such as stakeholder approaches (Chapter I by Ben-Ner and Gui, and Chapter 7 by Krashinsky), supply-side or entrepreneurial theories (Chapter 8 by Badelt and Chapter 9 by Young), institutional theories (Chapter 17 by DiMaggio), and comparative approaches (Chapter 15 by Anheier; see also Salamon & Anheier, 1998), we nonethelesssuggest that it is time to takestockand reexamine some of the very basics from which these economic theories operate. Not since W. E. B. Du Bois’s 1907 Economic Co-operation Among Negro Americans has there been a full-length, nationwide study of African American cooperatives. Collective Courage extends that story into the twenty-first century. Many of the players are well known in the history of the African American experience: Du Bois, A. Philip Randolph and the Ladies' Auxiliary to the Brotherhood of Sleeping Car Porters, Nannie Helen Burroughs, Fannie Lou Hamer, Ella Jo Baker, George Schuyler and the Young Negroes’ Co-operative League, the Nation of Islam, and the Black Panther Party. Adding the cooperative movement to Black history results in a retelling of the African American experience, with an increased understanding of African American collective economic agency and grassroots economic organizing. To tell the story, Gordon Nembhard uses a variety of newspapers, period magazines, and journals; co-ops’ articles of incorporation, minutes from annual meetings, newsletters, budgets, and income statements; and scholarly books, memoirs, and biographies. These sources reveal the achievements and challenges of Black co-ops, collective economic action, and social entrepreneurship. Gordon Nembhard finds that African Americans, as well as other people of color and low-income people, have benefitted greatly from cooperative ownership and democratic economic participation throughout the nation’s history.

Book excerpt: The United States is distinctive among Western countries in its reliance on nonprofit institutions to perform major social functions. This reliance is rooted in American history and is fostered by federal tax provisions for charitable giving. In this study, Charles T. Clotfelter demonstrates that changes in tax policy—effected through legislation or inflation—can have a significant impact on the level and composition of giving. Clotfelter focuses on empirical analysis of the effects of tax policy on charitable giving in four major areas: individual contributions, volunteering, corporate giving, and charitable bequests. For each area, discussions of economic theory and relevant tax law precede a review of the data and methodology used in econometric studies of charitable giving. In addition, new econometric analyses are presented, as well as empirical data on the effect of taxes on foundations. While taxes are not the most important determinant of contributions, the results of the analyses presented here suggest that charitable deductions, as well as tax rates and other aspects of the tax system, are significant factors in determining the size and distribution of charitable giving. This work is a model for policy-oriented research efforts, but it also supplies a major (and very timely) addition to the evidence that must inform future proposals for tax reform.
