Mas tanto el uno como el otro fueron autores de proyección universal, y ambos se complementan mutuamente. Comentando el presente ensayo, diría Mill en su Autobiografía que al escribirlo estaba dirigiéndose a radicales y liberales, y que por esta razón había optado detenerse en cosas que, proviniendo de un autor de escuela diferente, pudieran aquéllos sacar mayor provecho conociéndolas. Se fija Mill especialmente en la noción de Estado defendida por Coleridge en sus escritos políticos, según la cual el principio subyacente a toda verdadera constitución es el de buscar y respetar un equilibrio deseable entre la tradición y el progreso, las dos principales fuerzas antagónicas siempre presentes en el cuerpo social.
