Book excerpt: This final report was prepared by the Refugee Policy Group under a grant from the US Agency for International Development (USAID). The objectives of the study were to investigate the factors or policies which can contribute to or hinder the attainment of self-sufficiency by organized refugee settlements and the experiences of such settlements after achieving self-sufficiency in terms of their ability to reach a durable solution. The research in the study included a review of materials in the Research Center of the Refugee Policy Group, materials gathered in Geneva, information from the Betts Archive at the Institute of Development Studies in Sussex, England, and field work in Africa. Two field visits to six refugee settlements in Burundi, Rwanda and Tanzania focused on the organized types of rural, agriculture-based settlements. Among the African settlements, the primary attention is on the 30 organized refugee settlements that were declared self-sufficient between 1966 and 1982 and which are still in operation. Of the 30, 21 have received international assistance since being declared self-sufficient. Approximately 39 to 58% of UNHCR expenditures for Africa from 1982 to 1985 have been for implementing durable solutions, of which organized settlements are a major component. The study made a special effort to look into the situation of settlements after handover. The authors conclude that organized settlements are in fact rarely a vehicle for attaining a true durable solution and that such settlements can be more realistically viewed as cases of extended asylum. They also predict that obstacles facing the integration of refugees into the host country are likely to increase, not diminish in the near future.

Book excerpt: This report is the second of a series on emergencies and disaster relief published by the Swedish International Development Authority and the Nordic Africa Institute. It contains two papers that focus on some longer term impacts of refugee and migrant worker flows which have implications for the way humanitarian relief is conceptualised and planned. The first is an overview of migrant worker and refugee flows in Sub-Saharan Africa. It suggests that the negative impact of exporting male workers from rural households has been overemphasised. While there is psychological stress from family separations and the spread of Aids is associated with labour migration, such movements can also be viewed as a capital accumulation strategy which financially benefits the sending households without necessarily leading to a drop in their agricultural production and as vital foreign exchange for the sending country through incoming remittances. It also suggests that the presence of refugees is not necessarily an economic burden for the host country. Refugees may, as a labour source and as consumers, contribute to development. The second paper reviews the literature on shelter and settlement strategies for refugees. It advocates a conceptual approach which is developmental rather than relief-oriented, an approach which integrates refugees' and hosts' needs and puts emphasis on tackling the long term consequences of mass forced migration. Current practice is critically appraised to draw out the lessons of best practice and find alternatives to encampment style shelter. The author does not believe that the integrated planning and durable housing which he advocates would dissuade refugees from repatriating.

These economies did not emerge in vacuum, but are part and parcel of the history of people and place. This book explores the informal and illicit extraction and trade of minerals and other types of natural resources that takes place in the 'borderlands' during periods of conflict. This type of extraction and marketing, often referred to as ‘conflict trade’ depends on a weak state, and works alongside the structures of the state and its officials. The book emphasises that conflicts do not start as competition over natural resources and in turn suggests that the integration of the extraction and marketing of natural resources only starts once fighting is well under way. Boas argues that although economic agendas are an integral part of African conflicts, the desire to accumulate is not the only motivation. Thus, in order to present a more comprehensive analysis of conflict we need to take into account political, cultural, and historical factors, in addition to the economic dimensions of conflict.
