Geographies of Flight: Phillis Wheatley to Octavia Butler provides the first comprehensive treatment of the ways in which African American authors across three centuries have confronted the predicament of inhabiting space under conditions of bondage and structural oppression. William Merrill Decker examines how, in testifying to those conditions, fourteen black authors have sought to transform a national cartography that, well into the twenty-first century, reflects white supremacist assumptions. These writers question the spatial dimensions of a mythic American liberty and develop countergeographies in which descendants of the African diaspora lay claim to the America they have materially and culturally created. Reading and writing to external files are among the most used SAS skills, and these concepts are clearly presented. The IMPORT and EXPORT procedures and ODS are used to accomplish these tasks. Statistical Graphics procedures and SAS/GRAPH can be quite challenging to learn, but these are presented in a very achievable format. Basic graph construction is first introduced then readers learn how to add color, pattern, and other enhancements to graphics images.

Book excerpt: In the late 1920s, a group of young Kiowa artists, pursuing their education at the University of Oklahoma, encountered Swedish-born art professor Oscar Brousse Jacobson (1882–1966). With Jacobson’s instruction and friendship, the Kiowa Six, as they are now known, ignited a spectacular movement in American Indian art. Jacobson, who was himself an accomplished painter, shared a lifelong bond with group member Stephen Mopope (1898–1974), a prolific Kiowa painter, dancer, and musician. Painting Culture, Painting Nature explores the joint creativity of these two visionary figures and reveals how indigenous and immigrant communities of the early twentieth century traversed cultural, social, and racial divides. Painting Culture, Painting Nature is a story of concurrences. For a specific period, immigrants such as Jacobson and disenfranchised indigenous people such as Mopope transformed Oklahoma into the center of exciting new developments in Indian art, which quickly spread to other parts of the United States and to Europe. Jacobson and Mopope came from radically different worlds, and were on unequal footing in terms of power and equality, but they both experienced, according to author Gunlög Fur, forms of diaspora or displacement. Seeking to root themselves anew in Oklahoma, the dispossessed artists fashioned new mediums of compelling and original art. Although their goals were compatible, Jacobson’s and Mopope’s subjects and styles diverged. Jacobson painted landscapes of the West, following a tradition of painting nature uninfluenced by human activity. Mopope, in contrast, strove to capture the cultural traditions of his people. The two artists shared a common nostalgia, however, for a past life that they could only re-create through their art. Whereas other books have emphasized the promotion of Indian art by Euro-Americans, this book is the first to focus on the agency of the Kiowa artists within the context of their collaboration with Jacobson. The volume is further enhanced by full-color reproductions of the artists’ works and rare historical photographs.

Omnibus packages are "must-pass" bills because they have a nucleus that enjoys widespread support but they also contain a variety of often unrelated measures that are simply "hitching a ride". Why are omnibus bills employed? Why the increase in their use? Why do leaders attach certain bills to omnibus packages and not others? Glen Krutz addresses these and other questions in this original and insightful study of an important change in the legislative process. Many view omnibus packages as political vehicles and therefore attribute their rise to politics, but Krutz finds that, whatever their political value, omnibus packages are institutionally efficient. Omnibus legislating improves congressional capability by providing a tool for circumventing the gridlock of committee turf wars and presidential veto threats. Book excerpt: Teacher unions and their members have long stood as polarizing figures in a vast educational landscape. As in the Western films of the 1920s, policymakers, education reformers, and onlookers often assign union leaders and the teachers they represent either the white hats of heroes or the black hats of villains. Politicized efforts to reductively classify teacher unions as beneficial or dangerous have only served to obscure the extent to which labor militancy and teacher activism have become part and parcel of the American public school system and the primary mechanisms by which teachers’ voices are heard – and heeded – in the policy arena. Teacher unions have grown in tandem with and in response to the expansion of the school bureaucracy and the acceleration of accountability reforms, and teachers’ calls for recognition and reform are inseparable from broader movements for social change. Far more than either good or bad, teacher unions are the inevitable outgrowth of American public education as it stands today. This book offers an interdisciplinary exploration of the state of modern teacher unions, the complex spaces they operate in, and the connections between militancy, activism, and school reform.
