Book Double Hull Tanker Legislation

Download or read book Double Hull Tanker Legislation written by Division on Engineering and Physical Sciences and published by National Academies Press. This book was released on 1998-03-09 with total page 287 pages. Available in PDF, EPUB and Kindle. Book excerpt: The passage of the Oil Pollution Act of 1990 (OPA 90) by Congress and subsequent modifications of international maritime regulations resulted in a far-reaching change in the design of tank vessels. Double-hull rather than single-hull tankers are now the industry standard, and nearly all ships in the world maritime oil transportation fleet are expected to have double hulls by about 2020. This book assesses the impact of the double hull and related provisions of OPA 90 on ship safety, protection of the marine environment, and the economic viability and operational makeup of the maritime oil transportation industry. The influence of international conventions on tank vessel design and operation is addressed. Owners and operators of domestic and international tank vessel fleets, shipyard operators, marine architects, classification societies, environmentalists, and state and federal regulators will find this book useful.

This book was released on 2018-08-25 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: Oil Pollution Prevention - Spill Prevention, Control, and Countermeasure (SPCC) Rule-Amendments (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) The Law Library presents the complete text of the Oil Pollution Prevention - Spill Prevention, Control, and Countermeasure (SPCC) Rule-Amendments (US Environmental Protection Agency Regulation) (EPA) (2018 Edition). Updated as of May 29, 2018 On December 5, 2008, EPA amended the Spill Prevention Control, and Countermeasures (SPCC) rule to provide increased clarity with respect to specific regulatory requirements, to tailor requirements to particular industry sectors, and to streamline certain rule requirements. The Agency subsequently delayed the effective date of these amendments to January 14, 2010, to allow the Agency time to review the amendments to ensure that they properly reflect consideration of all relevant facts. EPA also requested public comment on the delay of the effective date and its duration, and on the December 2008 amendments. Having reviewed the record for the amendments and the additional comments, EPA has decided to make only limited changes to the amendments. With respect to the majority of the December amendments, EPA is either taking no action or providing minor technical corrections. EPA is, however, removing the following provisions in the December 2008 amendments: the exclusion of farms and oil production facilities from the loading/unloading rack requirements; the exemption for produced water containers at an oil production facility; and the alternative qualified facility eligibility criteria for an oil production facility. Book Oil Pollution Prevention Spill Prevention Control and Countermeasure Rule Compliance Date Amendment Us Environmental Protection Agency Regulation 2018

Download or read book Oil Pollution Prevention Spill Prevention Control and Countermeasure Rule Compliance Date Amendment Us Environmental Protection Agency Regulation 2018 written by Law Library and published by Createspace Independent Publishing Platform. This book was released on 2018-08-25 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: Oil Pollution Prevention - Spill Prevention, Control, and Countermeasure Rule Compliance Date Amendment (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) The Law Library presents the complete text of the Oil Pollution Prevention - Spill Prevention, Control, and Countermeasure Rule Compliance Date Amendment (US Environmental Protection Agency Regulation) (EPA) (2018 Edition). Updated as of May 29, 2018 The U.S. Environmental Protection Agency (EPA or the Agency) is promulgating a new compliance date of November 10, 2011 by which certain facilities must prepare or amend their Spill Prevention, Control, and Countermeasure (SPCC) Plans, and implement those Plans, providing an additional year for certain facilities. This action allows additional time for those affected in the regulated community to understand the revisions to the SPCC rule finalized in December 2008 and November 2009. However, EPA is not extending the compliance date for drilling, production or workover facilities that are offshore or that have an offshore component, or for onshore facilities required to have and submit Facility Response Plans (FRPs). Additionally, the Agency is delaying the compliance date by which facilities must address milk and milk product containers, associated piping and appurtenances that are constructed according to the current applicable 3-A Sanitary Standards, and subject to the current applicable Grade "A" Pasteurized Milk Ordinance (PMO) or a State dairy regulatory requirement equivalent to the current applicable PMO. The date by which the owner or operator of a facility must comply with the SPCC requirements for these milk and milk product containers is delayed one year from the effective date of a final rule specifically addressing these milk and milk product containers, associated piping and appurtenances, or as specified by a rule that otherwise establishes a compliance date for these facilities. Both the extension and delay of the compliance date provide time for certain facilities to undertake the actions necessary to prepare or amend their SPCC Plans, as well as implement them. Book Oil Pollution Prevention Spill Prevention Control and Countermeasure Plan Requirements Amendments December 26 2006 Us Environmental Protection Agency Regulation 2018

Download or read book Oil Pollution Prevention Spill Prevention Control and Countermeasure Plan Requirements Amendments December 26 2006 Us Environmental Protection Agency Regulation 2018 written by Law Library and published by Createspace Independent Publishing Platform. This book was released on 2018-08-25 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: Oil Pollution Prevention - Spill Prevention, Control, and Countermeasure Plan Requirements - Amendments, December 26, 2006 (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) The Law Library presents the complete text of the Oil Pollution Prevention - Spill Prevention, Control, and Countermeasure Plan Requirements - Amendments, December 26, 2006 (US Environmental Protection Agency Regulation) (EPA) (2018 Edition). Updated as of May 29, 2018 The Environmental Protection Agency (EPA or the Agency) is amending the Spill Prevention, Control, and Countermeasure (SPCC) Plan requirements by: first, providing the option for owners and operators of facilities that store 10,000 gallons of oil or less and meet other qualifying criteria to self-certify their SPCC Plans in lieu of review and certification by a Professional Engineer; second, providing an alternative to the general secondary containment requirement without requiring a determination of impracticability for facilities that have particular types of oil-filled equipment; third, defining and exempting particular vehicle fuel tanks and other on-board bulk oil storage containers used for motive power; and fourth, exempting mobile refuelers from the sized secondary containment requirements for bulk storage containers. The Agency also is removing and reserving the SPCC requirements for animal fats and vegetable oils that are specific to onshore oil production facilities, onshore oil drilling and workover facilities, and offshore oil drilling, production, or workover facilities. Finally, the Agency is extending the SPCC compliance dates for farms. These changes significantly reduce the burden imposed on the regulated community for complying with the SPCC requirements, while maintaining protection of human health and the environment. In a separate document in this Federal Register, the Agency is proposing to extend the compliance dates for all facilities. Book Spills of Diluted Bitumen from Pipelines

Download or read book Spills of Diluted Bitumen from Pipelines written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2016-03-22 with total page 167 pages. Available in PDF, EPUB and Kindle. Book excerpt: Diluted bitumen has been transported by pipeline in the United States for more than 40 years, with the amount increasing recently as a result of improved extraction technologies and resulting increases in production and exportation of Canadian diluted bitumen. The increased importation of Canadian diluted bitumen to the United States has strained the existing pipeline capacity and contributed to the expansion of pipeline mileage over the past 5 years. Although rising North American crude oil production has resulted in greater transport of crude oil by rail or tanker, oil pipelines continue to deliver the vast majority of crude oil supplies to U.S. refineries. Spills of Diluted Bitumen from Pipelines examines the current state of knowledge and identifies the relevant properties and characteristics of the transport, fate, and effects of diluted bitumen and commonly transported crude oils when spilled in the environment. This report assesses whether the differences between properties of diluted bitumen and those of other commonly transported crude oils warrant modifications to the regulations governing spill response plans and cleanup. Given the nature of pipeline operations, response planning, and the oil industry, the recommendations outlined in this study are broadly applicable to other modes of transportation as well.
