The oil-related activities cause significant damages to different ecosystem components such as coral reefs, algal mats, mangrove and other habitats. In addition to the increasing potential of pollution and its adverse effect on the ecosystem, oil spills and relevant implications can severely affect the main source of desalinated water for the Gulf countries due to their limited water resources. Interest in pollution issues associated with Arabian Gulf has been growing in the last few years. These issues include identification and documentation of the major sources of oil pollution in the Gulf region, evaluation of the analytical methods used to identify the different types of pollutants, review of the recent advances in oil pollution impact treatment and prevention, develop stronger cooperation ties between interested members of the community, and encourage awareness of the oil pollution as a serious environmental problem in the region. This paper reviews the recent developments in the decision-making processes used by governments in determining the level and type of oil spill response capability and surveys oil spill response systems in selected countries. This review and survey provide for the deviation of general principles that could be used by governments in future considerations of this issue. The current international legal regime for oil spill response, including the newly enacted International Convention on Oil Pollution Preparedness, Response, and Cooperation, 1990 (OPRC) is examined to determine if adequate instruments are in place for a global and comprehensive approach to oil pollution. There is a significant gap in the existing legal regime insofar as a satisfactory funding mechanism for oil spills, threatening the resources of developing countries, in particular. Critically, this book not only examines the fluidity of oil pollutions laws but also how effective or ineffective enforcement can be when viewed through the lens of environmental justice. Using Nigeria as a case study and drawing upon examples from the United States, it examines the legal and institutional challenges impacting upon the effective enforcement of laws and provides a contrasting view of developed and developing countries. Focusing on the oil and gas industry, the book discusses the laws and international acceptable standards (IAS) in these industries, the principles behind their application, the existing barriers to their effective implementation, and how to overcome those barriers. Utilising an environmental justice framework, the book demonstrates the synergy between policy-making, human rights, and justice in oil-producing regions as well as addressing the importance of protecting the rights of minorities. Through a comparative analysis of the United States and Nigeria, this book draws out enforcement approaches and mechanisms for tackling oil-related pollution with a view to reducing environmental injustice in developing countries. Inevitably, operational discharges from ships (ballast and bilge water), incidents such as collisions and groundings, and offshore exploration of oil and gas, lead to a significant amount of oil going into the sea. So far, understanding of marine environments, of oil and its behaviour when released onto the water surface, and of the methods and means of response to an oil spill, has been rather limited. This book introduces the reader to these problems and reflects the levels and trends of development in the field. The author has played an active role in combating marine pollution in the international arena since the 1970s and was awarded the International Maritime Prize for 1989 by the International Maritime Organisation.
