Book excerpt: In the last decade, changes in the scale of operations required to find and transport oil have led to a pollution problem of major proportions: oil on the sea. These changes occurred slowly, and the change in magnitude of the possi bilities for . pollution went unrecognized until a series of dramatic accidents recently gave the problem wide-spread public notice. The Torrey Canyon and Santa Barbara episodes are discussed in this volume. The changes in the scale of oil operations stem from an ever increasing demand for energy. In response to this demand, oil drilling from offshore rigs on the continental shelf has been rapidly developed. To inexpensively trans port oil to the consumers of energy, huge supertankers, of ever increasing size, are being constructed. These ships effect economic savings at the expense of being relatively underpowered, and less maneuverable. Having very deep draft, they are constrained to operate on the high seas and the few deep harbors of the world. Every year there is more oil pumped from the sea floor. Every year more oil is trans ported over the sea. Approximately one tenth of one per cent of this oil each year is spilled on the sea. The purpose of the present volume is to provide a summary of our current understanding of the problem of oil on the sea. Before describing in detail the topics presented, it seems well to point out .

As oil and gas, shipping, and tourism activities increase, the possibilities of an oil spill also increase. How can we best prepare to respond to such an event in this challenging environment? Responding to Oil Spills in the U.S. Arctic Marine Environment reviews the current state of the science regarding oil spill response and environmental assessment in the Arctic region north of the Bering Strait, with emphasis on the potential impacts in U.S. waters. This report describes the unique ecosystems and environment of the Arctic and makes recommendations to provide an effective response effort in these challenging conditions. According to Responding to Oil Spills in the U.S. Arctic Marine Environment, a full range of proven oil spill response technologies is needed in order to minimize the impacts on people and sensitive ecosystems. This report identifies key oil spill research priorities, critical data and monitoring needs, mitigation strategies, and important operational and logistical issues. The Arctic acts as an integrating, regulating, and mediating component of the physical, atmospheric and cryospheric systems that govern life on Earth. Not only does the Arctic serve as regulator of many of the Earth's large-scale systems and processes, but it is also an area where choices made have substantial impact on life and choices everywhere on planet Earth. This report's recommendations will assist environmentalists, industry, state and local policymakers, and anyone interested in the future of this special region to preserve and protect it from damaging oil spills.

Book excerpt: Marine oil spills are no longer considered unavoidable "accidents" resulting from adverse environmental conditions or functions of catastrophic events. More than 80% of all spills are the result of "human error". The focus of the current legal, regulatory, and convention framework affecting the transportation of oil by ship reflects a recent change in public attitude, in which there is an insistence upon protection of the world¿s marine environments, particularly coastal ecosystems. The outcome of such global attention is the creation of significant legal and political motivators for a cultural shift by the oil shipping industry, from an "evasion culture" to a "safety culture". The new safety culture connotes continuous improvement in ship operations and a willingness to adopt the evolving concepts of communication at all levels, better trained and qualified personnel on board ship, emphasis of safety from top down, and proactive institution of safety management systems. Mere compliance with international and national laws is no longer sufficient for future sustainable shipping. These changes and advancements in understanding the science and engineering of oil spills are the focus of this book on Oil Spills First Principles. They are Prevention, based upon adoption of the safety culture, and Best Response, utilizing scientific, technical and environmental data and information. Over the past 30 years, billions of US dollars have been spent in R&D planning, response and clean up of oil spills. All of these efforts have focused on achieving Best Response. The concept of time periods of "Technology Windows-of-Opportunity" for a given response and clean up technology has developed from the leadership and wisdom of researchers and responders from many nations using modeling of the weathering of spilled oil and technology effectiveness. The Windows-of-Opportunity strategy provides a scientific basis for policy and decision-making in oil spill planning, response, and training. A global paradigm shift is needed to more effectively utilize and expedite the application of lessons learned in both prevention and clean up. Recognition of economic, political, and legal benefits accruing from environmental protection is good for business and critical for sustainable shipping.

Book excerpt: Oil and natural gas represent more than 50 percent of the worldwide energy supply, with high energy demand driven by population growth and improving standards of living. Despite significant progress in reducing the amount of oil in the sea from consumption, exploration, transportation, and production, risks remain. This report, the fourth in a series, documents the current state-of-knowledge on inputs, fates and effects of oil in the sea, reflecting almost 20 additional years of research, including long-term effects from spills such as the Exxon Valdez and a decade-long boom in oil spill science research following the Deepwater Horizon oil spill. The report finds that land-based sources of oil are the biggest input of oil to the sea, far outweighing other sources, and it also notes that the effects of chronic inputs on the marine environment, such as land-based runoff, are very different than that from an acute input, such as a spill. Steps to prevent chronic land-based oil inputs include reducing gasoline vehicle usage, improving fuel efficiency, increasing usage of electric vehicles, replacing older vehicles. The report identifies research gaps and provides specific recommendations aimed at preventing future accidental spills and ensuring oil spill responders are equipped with the best response tools and information to limit oil's impact on the marine environment.

This report illustrates how this approach might be applied to coastal wetlands, fisheries, marine mammals, and the deep sea-each of which provide key ecosystem services in the Gulf-and identifies substantial differences among these case studies. The report also discusses the suite of technologies used in the spill response, including burning, skimming, and chemical dispersants, and their possible long-term impacts on ecosystem services.

The number of environmental refugees is increasing and several island states and low-lying countries are becoming vulnerable. Corporate-induced climate change has set us on an ecocidal path of species extinction. Governments and their international platforms such as the Paris Climate Agreement deliver too little, too late. Most states, including South Africa, continue on their carbon-intensive energy paths, with devastating results. Political leaders across the world are failing to provide systemic solutions to the climate crisis. This is the context in which we must ask ourselves: how can people and class agency change this destructive course of history? Volume three in the Democratic Marxism series, The Climate Crisis investigates eco-socialist alternatives that are emerging. It presents the thinking of leading climate justice activists, campaigners and social movements advancing systemic alternatives and developing bottom-up, just transitions to sustain life.
