Book Political Economy of Oil Revenue Sharing in a Developing Country

Download or read book Political Economy of Oil Revenue Sharing in a Developing Country written by Mr.Ehtisham Ahmad and published by International Monetary Fund. This book was released on 2003-01-01 with total page 27 pages. Available in PDF, EPUB and Kindle. Book excerpt: Control over natural resource revenues is a contentious, politically divisive issue in most developing countries-especially for oil production. A typical policy response of the center in such cases has been to introduce revenue sharing arrangements. Such measures have generally not assuaged the aspirations of the oil-producing regions and have exposed them to volatility in their revenue flows that they are generally unable to cope with. An alternative is to assign more stable revenue bases to the regional administrations, together with a general-purpose transfer system that incorporates a floor. This acts as an insurance mechanism for the regional administrations and facilitates the stable provision of public services in the oil-production regions, as well as the possibility of redistribution. We use the recent history of oil-revenue sharing in Nigeria to illustrate the propositions.

Book excerpt: Soldiers and Oil (1978) examines Nigeria under military rule from 1966 to 1978, a period of political change as well as economic – the period also saw a twenty-fold increase in Nigerian oil revenues. The oil industry became by far the greatest single source of public revenue, and the distribution of oil wealth by the central federal government fundamentally changed the economics of the federated states, created by the military government , whose financial autonomy had been so jealously guarded.

Book excerpt: The controversial role of the petrodollar in modern socio-political relations within the local, national and international settings evokes serious concerns. Oil has become a paramount source of political power in our energy-driven world. Nigeria is increasingly assuming the center stage within the global community when viewed from the global energy perspective. The Niger Delta region of Nigeria is the treasure base of the country. The region is naturally endowed with oil and gas resources which happen to be the mainstay of the Nigerian economy, accounting for more than 50 per cent of the nation's revenue. However, the availability of the enormous oil and gas resources does not appear to reflect in the infrastructural development and the living standard of the local community populace within the region. There is a steady tussle over the control of oil and gas resources. Fairly ingrained in the socio-political system in this part of the world, is an alleged desire to satisfy the unquenchable avarice of the privileged class. This development has exhumed the appalling realization that man has not truly become his brother's keeper. The excruciating experience of man's cruelty to man is a fact of life in most modern human societies. This reflects in the manner of distribution of national wealth. The Niger Delta region is on the trail with the vast majority of human societies marked by conflicts over natural resources distribution. The ethnic polarization of the delta region has not helped matters in this regard. An intense form of fractionalization within a state often drags along social, cultural, political and economic deprivations with the attendant social inequalities in material well-being. The Niger Delta region of Nigeria typifies the fact that man has not been able to solve his problems and help himself whereas the nugget of truth is sometimes hidden in the coarse grains of paradox. Within the region, the local population appears to be perpetually at the receiving end of a socio-political suspense game. There is a firmly established and unrestrained yearning to acquire wealth, which leads to a constant process of struggle. In this struggle, the more able gain and the less able lose. The ensuing regional distress and the passion for its cure breathe through this book.

Book Federal Presence in Nigeria The Sung and Unsung Basis for Ethnic Grievance

This book was released on 2009 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: Minorities of the oil-producing states are seriously disturbed by the inequity that is apparent from the existing principles of revenue allocation in Nigeria. In taking issues with them and other southern advocates of new revenue allocation criteria, the dominant north's organic intellectuals have always relied on the obvious concentration of economic and commercial activities in southern Nigeria to refute the argument that the north is the greater beneficiary of Nigeria's wealth. Scholarly contribution to the ethno-regional debate on the equity of resource allocation has been anchored to the same popular platform, namely, the criteria for inter-governmental revenue allocation. It is as if they absolutely embody the revelation about equity or inequity of resource allocation in Nigeria where the federal government has retained between 48.5 per cent and 56 per cent of the federation account, let alone revenues unpaid into this account. This study marks a departure from the orthodox focus on Nigeria's ethnic problems, including the contentious demand of the southern minorities for an increase in the weight assigned the principle of derivation, by examining federal expenditures to determine the distribution of federal presence, and thus winners and losers, bearing in mind that the entire country is federal government's coverage.

Book Federalism and Political Restructuring in Nigeria

Download or read book Federalism and Political Restructuring in Nigeria written by Kunle Amuwo and published by . This book was released on 1998 with total page 388 pages. Available in PDF, EPUB and Kindle. Book excerpt: Twenty essays by four generations of Nigerian scholars are included in this volume, the first to examine the historical, political, economic and comparative dimensions of attempts by the military to restructure the Nigerian federation. Evidence is accumulated in support of the book's central thesis that autocratic rule is antipathetic to the sustenance of genuine federal practice, and that federal restructuring initiated under the tight control of repressive governments cannot but lead to a situation in which federalism is assaulted, if not dismantled. It is argued that, in such a context, the vending of a federal doctrine becomes more or less an exercise in the propagation of false consciousness in the service of power - portraying a picture of divided power to hide the reality of undivided power.

Book Oil Revenues and Policy Choice in Nigeria

Download or read book Oil Revenues and Policy Choice in Nigeria written by Henry Bienen and published by . This book was released on 1983 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: An exceptionally large share of Nigeria's oil windfall was spent on expanding educational facilities and road networks while agriculture in particular received little attention. The nonoil economy was thus warped toward service-biased growth while supply inelasticity of a key consumer good raised inflation and lowered the share of oil rent ultimately consumed. This paper analyzes the political and institutional factors which shaped the Nigerian strategy for using oil windfalls. These factors include the weakness of class-based, relative to ethnic, political groups, the nature of the distributional debate in Nigeria and the perceived importance of the exit option from agriculture in the process of social mobility. Service-based expansion was not unpredictable. Neither was the strategy undertaken in opposition to popular demand.
