Book excerpt: In 1787, the Northwest Ordinance made the Ohio River the dividing line between slavery and freedom in the West, yet in 1861, when the Civil War tore the nation apart, the region failed to split at this seam. In Slavery's Borderland, historian Matthew Salafia shows how the river was both a physical boundary and a unifying economic and cultural force that muddied the distinction between southern and northern forms of labor and politics. Countering the tendency to emphasize differences between slave and free states, Salafia argues that these systems of labor were not so much separated by a river as much as they evolved along a continuum shaped by life along a river. In this borderland region, where both free and enslaved residents regularly crossed the physical divide between Ohio, Indiana, and Kentucky, slavery and free labor shared as many similarities as differences. As the conflict between North and South intensified, regional commonality transcended political differences. Enslaved and free African Americans came to reject the legitimacy of the river border even as they were unable to escape its influence. In contrast, the majority of white residents on both sides remained firmly committed to maintaining the river border because they believed it best protected their freedom. Thus, when war broke out, Kentucky did not secede with the Confederacy; rather, the river became the seam that held the region together. By focusing on the Ohio River as an artery of commerce and movement, Salafia draws the northern and southern banks of the river into the same narrative and sheds light on constructions of labor, economy, and race on the eve of the Civil War.

Algonquian-speaking Indians living in a crescent of towns along the Wabash tributary of the Ohio were able to evade and survive the Iroquois onslaught of the seventeenth century, to absorb French traders and Indigenous refugees, to export peltry, and to harvest riparian, wetland, and terrestrial resources of every description and breathtaking richness. These prosperous Native communities frustrated French and British imperial designs, controlled the Ohio Valley, and confederated when faced with the challenge of American invasion. By the late eighteenth century, Montreal silversmiths were sending their best work to Wabash Indian villages, Ohio Indian women were setting the fashions for Indigenous clothing, and European visitors were marveling at the sturdy homes and generous hospitality of trading entrepots such as Miamitown. Confederacy, agrarian abundance, and nascent urbanity were, however, both too much and not enough. Kentucky settlers and American leaders—like George Washington and Henry Knox—coveted Indian lands and targeted the Indian women who worked them. Americans took women and children hostage to coerce male warriors to come to the treaty table to cede their homelands. Appalachian squatters, aspiring land barons, and ambitious generals invaded this settled agrarian world, burned crops, looted towns, and erased evidence of Ohio Indian achievement. This book restores the Ohio River valley as Native space.

It provided a passage to freedom along the underground railroad, and during the industrial age, it was a boundary between the Jim Crow South and the urban North. The Ohio became known as the "River Jordan," symbolizing the path to the promised land. In the urban centers of Pittsburgh, Cincinnati, Louisville, and Evansville, blacks faced racial hostility from outside their immediate neighborhoods as well as class, color, and cultural fragmentation among themselves. Yet despite these pressures, African Americans were able to create vibrant new communities as former agricultural workers transformed themselves into a new urban working class. Unlike most studies of black urban life, Trotter's work considers several cities and compares their economic conditions, demographic makeup, and political and cultural conditions. Beginning with the arrival of the first blacks in the Ohio Valley, Trotter traces the development of African American urban centers through the civil rights movement and the developments of recent years.
