Book excerpt: The Water Services Regulation Authority (Ofwat) is the economic regulator of the supply and demand for water in England and Wales. Its broad purpose is to regulate in a way that enables companies to secure sustainable supplies at the lowest cost to the consumer. To achieve this it aims to collect relevant and reliable information to underpin its regulatory decisions, provide incentives for water companies to meet future demands and take appropriate enforcement action if companies do not respond to Ofwat's incentives. This NAO report finds that Ofwat has secured better data on the amount of water leaking from water companies' systems, but calculations of leakage still depend on estimates of consumption, and there is a lack of reliable evidence regarding the results of water efficiency projects that seek to help consumers waste less water. Recommendations include that Ofwat should: assess companies' progress on water efficiency on the basis of the quality of the project, its costs, and the water it saves, as well as the number of consumers reached; and build on its current approach and press for a long term and sustainable approach to leakage management.

Book excerpt: The Water Services Regulation Authority (Ofwat) is the economic regulator of water services in England and Wales, with responsibility for setting price limits that allow the 22 main water companies to secure sustainable supplies at the lowest cost to the consumer. Following on from a NAO report (HCP 150, session 2006-07; ISBN 9780102944181) published in January 2007, the Committee's report finds that Ofwat needs to make changes to its regulatory system, in particular on water efficiency, data quality, and enforcement, given the increasing challenges to water supplies due to low rainfall and predictions of housing growth. Ofwat does not understand clearly how consumers use water and has not collected enough robust evidence on which water efficiency projects are most effective in helping consumers to use less water. Despite some progress, Ofwat still depends on unreliable data with regard to both supply and demand, and also needs much better data on per capita consumption. It has had some success in encouraging sustainable investment by companies, but needs to be more active in using sanctions against companies that under-perform against their commitments to meet all reasonable demands for water, while limiting environmental impacts. Ofwat should press companies to encourage more consumers to use meters by, for example, promoting the benefits of metering to consumers as well as routinely installing meters when there is a change of building occupancy.

Book excerpt: A common characteristic of water demand in urban areas worldwide is its inexorable rise over many years; continued growth is projected over coming decades. The chief influencing factors are population growth and migration, together with changes in lifestyle, demographic structure and the possible effects of climate change (the detailed implications of climate change are not yet clear, and anyway will depend on global location, but must at least increase the uncertainty in security of supply). This is compounded by rapid development, creeping urbanization and, in some places, rising standards of living. Meeting this increasing demand from existing resources is self-evidently an uphill struggle, particularly in water stressed/scarce regions in the developed and developing world alike. There are typically two potential responses: either "supply-side" (meeting demand with new resources) or "demand-side" (managing consumptive demand itself to postpone or avoid the need to develop new resources). There is considerable pressure from the general public, regulatory agencies, and some governments to minimise the impacts of new supply projects (e.g. building new reservoirs or inter-regional transfer schemes), implying the emphasis should be shifted towards managing water demand by best utilising the water that is already available. Book excerpt: The Committee's report examines a range of issues relating to water management in England and Wales, including the regulatory and legislative framework, water demand and supply issues, water efficiency, and environmental aspects including the Water Framework Directive. Amongst the 60 conclusions and recommendations made, the Committee finds that a sustainable balance between water resource development and demand management cannot be achieved until there is a co-ordinated institutional framework for water resource management, with a need for wider stakeholder engagement by means of new regional boards consisting of environmental and consumer interests, as well as Ofwat representatives. Ofwat and the Environment Agency should take a more realistic approach to long-term planning issues, including agreeing indicative pricing for each water company. Current levels of leakage from the distribution network are unacceptably high in parts of the country, which damages the public's attitude towards sensible water use, and Ofwat should sanction water companies to spend more on reducing leakage with targets that take greater account of environmental and social factors as well as economics. The Government should make it easier for water companies to impose water meters on households in the driest parts of the country, in order to help reduce demand and ensure fairer charging practices, with support through the tax and benefit system for vulnerable customers who have difficulty with their bills. In order to address the very high level of unpaid water bills, those people who can afford to pay but refuse to do so should be partially disconnected from the water supply.

The NPS sets out a justification for new waste water infrastructure and provides information on to two projects - the proposed treatment works at Deephams in North East London, and the Thames Tunnel which will carry waste water from sewage overflows which currently run into the Thames. Under the new guidelines, applicants of Nationally Significant Infrastructure Projects will need to consider aspects such as the standard of design, whether any alternatives exist to the project, pollution control and wildlife conservation. The Government is taking measures to lessen demands on waste water infrastructure in England through sustainable drainage systems. However, more infrastructure is required to prevent environmental damage and poor water quality.

Book excerpt: The UK's 347,000 kilometre network of sewers and 9,000 sewage treatment works fulfil the vital function of managing over 11 billion litres of waste water each day. Changing weather patterns and population growth are leading to increased volumes of waste water in some parts of the country. In coming years, there will be a need to construct new infrastructure to manage waste water. In particular, new infrastructure is needed in the River Thames area to cope with population growth and to meet the European Union's environmental requirements. But the draft National Policy Statement (NPS) on Waste Water needs radical improvement if it is to provide a valuable policy framework to guide decision-makers. The Committee criticise the draft National Policy Statement for focussing on two specific London projects, the Thames Tunnel and replacement of a sewage treatment works in North East London. They argue that it should set out a strong set of general principles for decision makers to apply to any waste water project once a specific application is made, rather than have site-specific sections. The Planning Act 2008's new regime for Nationally Significant Infrastructure (NSIPs) does not currently apply to the Thames Tunnel project-a surprising omission given that this multi-billion pound project is one of only two waste water projects likely to be of sufficient scale to come within the ambit of this NPS. The Government must rectify this urgently.

Book excerpt: This report finds that Europe is not doing enough to protect itself from the threats to water resources in large parts of the continent. Urgent action is required to safeguard water quality and availability in the UK and many areas of Europe which are already suffering from the effects of a significant lack of rain. The Government should bring forward the deadline for reforming the water abstraction regime, outlined in its Water White Paper ('Water for life', Cm. 8230, ISBN 9780101823029). More than 10% of rivers are abstracted to an extent that may damage water ecosystems, but the Government has set a target of the mid to late 2020s for reforming the regime, which fails to respond to the urgency of the situation. Other recommendations include: the EU must start planning immediately for a future in which water resources will be increasingly uncertain; the Government must allow the cost of water to increase where other measures to tackle water scarcity have failed; more must be done to promote the catchment level as an important level of governance, in the Blueprint for the future of the EU's water resources (due later this year); local stakeholders (for example, rivers trusts, amenity groups, anglers and farmers) should be allowed to play a much greater role in decisions on issues such as river catchments, in order to reconnect people with the value of water as a resource; and the EU should encourage all Member States to develop national water scarcity and drought management plans.
