The Deepwater Horizon (DWH) oil spill was unlike any previous – an underwater well blowout 1,500 meters deep. Much has been learned in the wake of DWH and these lessons should in turn be applied to both similar oil spill scenarios and those arising from “frontier” explorations by the marine oil industry. The next deep oil well blowout may be at 3,000 meters or even deeper. This volume summarizes regional (Gulf of Mexico) and global megatrends in marine oil exploration and production. Research in a number of key areas including the behavior of oil and gas under extreme pressure, impacts on biological resources of the deep sea, and the fate of oil and gas released in spills is synthesized. A number of deep oil spills are simulated with detailed computer models, and the likely effects of the spills and potential mitigation measures used to combat them are compared. Using a database listing all the significant oil and gas fields, the authors describe what has already been discovered, interpret why these discoveries happened when they did, and assess the remaining geologic prospects. U.S. petroleum resources are highly concentrated in a few major provinces and in a relatively small number of giant and large fields. Since the peaks in oil discoveries about 1930 and natural gas about 1950, both the number of discoveries and the amounts discovered have declined substantially. The authors conclude that most of the conventional petroleum that will ultimately be produced has already been discovered and made recoverable. Ultimate recovery will most likely be between 210 and 285 billion barrels of petroleum liquids and 920 to 1,090 trillion cubic feet of natural gas, as compared with known recovery of 175 billion barrels and 750 trillion cubic feet.

Eleven workers on the Deepwater Horizon drilling rig lost their lives and 16 others were seriously injured. There were also enormous consequences for the companies involved in the drilling operations, to the Gulf of Mexico environment, and to the economy of the region and beyond. The flow continued for nearly 3 months before the well could be completely killed, during which time, nearly 5 million barrels of oil spilled into the gulf. Macondo Well-Deepwater Horizon Blowout examines the causes of the blowout and provides a series of recommendations, for both the oil and gas industry and government regulators, intended to reduce the likelihood and impact of any future losses of well control during offshore drilling. According to this report, companies involved in offshore drilling should take a "system safety" approach to anticipating and managing possible dangers at every level of operation-from ensuring the integrity of wells to designing blowout preventers that function under all foreseeable conditions-in order to reduce the risk of another accident as catastrophic as the Deepwater Horizon explosion and oil spill. In addition, an enhanced regulatory approach should combine strong industry safety goals with mandatory oversight at critical points during drilling operations. Macondo Well-Deepwater Horizon Blowout discusses ultimate responsibility and accountability for well integrity and safety of offshore equipment, formal system safety education and training of personnel engaged in offshore drilling, and guidelines that should be established so that well designs incorporate protection against the various credible risks associated with the drilling and abandonment process. The oil industry created a worker class in Louisiana that had not previously existed. Towns, complete with schools, churches, and grocery stores, developed in oil fields; in fact, cabins with clothes hanging on the line to dry were adjacent to derricks and open oil pits. Today, families proudly recount the number of their generations that have worked in the "oil patch," and workers continue to contribute to a current crude oil production of nearly 200,000 barrels per day. The legacy of Louisiana's first oil fields is evident in towns like Jennings, Evangeline, Oil City, Morgan City, Lake Charles, and Cameron, and the history of that once nascent industry is a permanent part of the culture of Louisiana.

Economic prosperity flowed from pioneering exploration as the industry heralded engineering achievements and innovative production technologies. Those successes, however, often came at the expense of other natural resources, leading to contamination and degradation of land and water. In A Thousand Ways Denied, John T. Arnold documents the oil industry’s sharp interface with Louisiana’s environment. Drawing on government, corporate, and personal files, many previously untapped, he traces the history of oil-field practices and their ecological impacts in tandem with battles over regulation. Arnold reveals that in the early twentieth century, Louisiana helped lead the nation in conservation policy, instituting some of the first programs to sustain its vast wealth of natural resources. But with the proliferation of oil output, government agencies splintered between those promoting production and others committed to preventing pollution. As oil’s economic and political strength grew, regulations commonly went unobserved and unenforced. Over the decades, oil, saltwater, and chemicals flowed across the ground, through natural drainages, and down waterways. Fish and wildlife fled their habitats, and drinking-water supplies were ruined. In the wetlands, drilling facilities sat like factories in the midst of a maze of interconnected canals dredged to support exploration, manufacture, and transportation of oil and gas. In later years, debates raged over the contribution of these activities to coastal land loss. Oil is an inseparable part of Louisiana’s culture and politics, Arnold asserts, but the state’s original vision for safeguarding its natural resources has become compromised. He urges a return to those foundational conservation principles. Otherwise, Louisiana risks the loss of viable uses of its land and, in some places, its very way of life.
