The ecological data layers have been organized into coarse-filter (i.e., ecological classifications and functional groups for fishes, invertebrates, and seabirds) and fine-filter (i.e., areas of high species richness, biogenic habitats, and depleted species) conservation priorities. The ecological section of this report contains descriptions of how the different layers were created and the rationale for their inclusion in the MPA network analysis. Human use data (i.e., fisheries landings, oil and gas activity, and shipping activity) were also considered. The human use section of this report contains descriptions of all the socio-economic layers considered in the development of the draft MPA network design"--Abstract, page x.

Book excerpt: To conclude a network is representative, three requirements must be met: (i) an accepted biogeographic classification system to guide what biogeographic units of the bioregion are to be represented in the network to ensure the full range of ecosystems in the bioregion are captured; (ii) an accurate and informative map of the bioregion relative to that classification system to guide where to select [...] As long as sufficient data are available, the stopping rule for selecting the scale of subdivision at which to incorporate representativity within the network should be at the scale that most appropriately shows the patterns of community structure thought to be produced by the ecological functions characteristic of the bioregion. [...] Thus, if the spatial scale of the representative areas is adequate to address the spatial scales of feeding, spawning, and juvenile development of the key top predators and forage fish, then it can be assumed that the spatial scales are large enough to give protection to the other ecological processes, as well. [...] Considerations for the Selection of Scale Appropriate factors to consider to ensure national consistency in the selection of scale (level of subdivision) of the areas that need to be represented in the network are as follows:. SEA examines environmental factors at an early decision-making level which allows long-term planning & regional environmental concerns to be considered. This report presents a SEA of a possible decision to issue hydrocarbon exploration rights for currently unlicensed areas of the eastern Scotian Shelf. Part 1 includes an overview of the exploration rights management process for the Nova Scotia offshore. Part 2 describes the existing physical & biological environment on the outer eastern Scotian Shelf & the Scotian Slope as well as valued components of the ecosystem such as fish, marine mammals & birds, benthos, at-risk species, and special areas including Sable Island and The Gully. Part 3 discusses environmental effects of authorized exploration activities (seismic surveys & exploratory drilling). Part 4 reviews cumulative effects of oil & gas activities and other human activities such as fisheries & shipping. The final part draws conclusions regarding issuance of exploration rights and the need for further research.

To mitigate human pressure, governments have committed to protecting 10% of their oceans/coasts as Marine Protected Areas (MPAs). Determining the most effective placement of MPAs for conserving biodiversity should be done at a network scale such that MPA networks are placed to provide the greatest protection for multiple species. I propose a methodology to determine priority conservation areas for distinct species assemblages, located at different depths, to determine MPA network placement, using the Pacific Ocean in Canada as a case study. I found dispersal ability had a larger impact on MPA network configuration for species spending a long time as larvae compared to species spending a short time as larvae, and that climate change is likely to shift priority-area locations. The methodology proposed for MPA design relies on limited data and can be applied to other regions and ecosystems.
