The researcher estimated that 195 offshore installations will undergo decommissioning in Malaysia by the year 2025, with a growth of offshore decommissioning activities equal to 244.4% over a ten-year period. Nevertheless, Malaysia has not yet promulgated any national decommissioning regulations for the oil and gas (O&G) industry - it only relies on the guidelines provided by its national oil company (NOC) PETRONAS. However, both these guidelines and the current Malaysian oil production-sharing contract (PSC) appear to be lacking guiding principles, and seem to be allowing international oil companies (IOCs) to escape their legal and financial responsibilities associated with offshore decommissioning. In light of these information, therefore, a comparison was carried out between the British and Malaysian offshore decommissioning scenarios, and possible improvement actions to the Malaysian legal and practical framework, inspired by the British one, were proposed by the researcher.

The EIs account for over half of government revenues in many petroleum-rich countries, and for over 20 percent in mining countries. About one-third of IMF member countries find (or could find) resource revenues “macro-critical” – especially with large numbers of recent new discoveries and planned oil, gas, and mining developments. IMF policy advice and technical assistance in the field has massively expanded in recent years – driven by demand from member countries and supported by increased donor finance. Work has started to raise the technological and investment readiness levels (TRLs and IRLs) of these prospective industries drawing on the experience of established maritime industries such as Offshore Oil and Gas; Shipping; Fisheries and Tourism. An accord has to be struck between policy makers and regulators on the one hand, anxious to direct research and business incentives in effective and efficient directions, and developers, investors and businesses on the other, anxious to reduce the risks of such potentially profitable but innovative investments.The EU H2020 MARIBE (Marine Investment for the Blue Economy) funded project was designed to identify the key technical and non-technical challenges facing maritime industries and to place them into the social and economic context of the coastal and ocean economy. MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). The purpose of this book is to publish the detailed analysis of each prospective and established maritime business sector. Sector experts working to a common template explain what these industries are, how they work, their prospects to create wealth and employment, and where they currently stand in terms of innovation, trends and their lifecycle. Book excerpt: Climate change resulting from CO2 and other greenhouse gas emissions poses a huge threat to human welfare. To contain that threat, the world needs to cut emissions by about 50 per cent by 2050, and to start cutting emissions now. A global agreement to take action is vital. A fair global deal will require the UK to cut emissions by at least 80 per cent below 1990 levels by 2050. In this report, the Committee on Climate Change explains why the UK should aim for an 80 per cent reduction by 2050 and how that is attainable, and then recommends the first three budgets that will define the path to 2022. But the path is attainable at manageable cost, and following it is essential if the UK is to play its fair part in avoiding the far higher costs of harmful climate change. Part 1 of the report addresses the 2050 target. The 80 per cent target should apply to the sum of all sectors of the UK economy, including international aviation and shipping. The costs to the UK from this level of emissions reduction can be made affordable - estimated at between 1-2 per cent of GDP in 2050. In part 2, the Committee sets out the first three carbon budgets covering the period 2008-22, and examines the feasible reductions possible in various sectors: decarbonising the power sector; energy use in buildings and industry; reducing domestic transport emissions; reducing emissions of non-CO2 greenhouse gases; economy wide emissions reductions to meet budgets. The third part of the report examines wider economic and social impacts from budgets including competitiveness, fuel poverty, security of supply, and differences in circumstances between the regions of the UK.

This type of low frequency high impact event puts at stake the health and safety of employees, the viability of the ecosystem, the integrity of the structure, the life and health of populations in neighboring communities and can also massively impact the economic situation of a region. Prevention of major accidents is therefore of utmost importance. Detailed case studies of nine historic major accidents revealed common features in the accidents, although they represent a wide range of individual accident scenarios. Identified common features and recurring patterns were degradation of safety measures, decrease in attention and awareness towards major accident hazards as well as an increase in complacency and resulting management failures. These findings served as the basis for a prevention model specific to major accident hazards in the Oil & Gas industry. The Management of Major Accidents Scenarios model (MOMAS) was designed with special attention to practical application, information availability over long time periods and avoiding degradation of safety systems, in a holistic system approach. The MOMAS model consists of elements fit for application and offers palpable and precise support in performing the individual assessment steps. This was tested by demonstrating the prevention potential of the MOMAS model on three of the case study incidents. The MOMAS model also integrated the approach of As Low As Reasonably Achievable (ALARA), which is deemed to be more applicable to a major accident scenario setting than the current approach of As Low As Re
