As the duties thrown on the administration have increased, knowledge of social conditions, of health, of the details of the economic situation and of many other affairs has become more and more necessary. The measurable aspects of these subjects form the material of national statistics, which are called official when the information is collected and tabulated by Government departments. Such statistics were in the past primarily for the use of the administration and were often kept private; but since the actions of Government have become more directly the concern of the people as well as of Parliament, administrative statistics have been published, and especially during the past thirty years other statistics more directly designed for information on matters of public interest without reference to executive action have been collected and published. The whole mass of information of either kind forms "official statistics," and it is the object of this book to afford some help in understanding their nature, the methods of their publication and their use. Book excerpt: This book explores the independence of official statistics and describes the various legal and professional norms, institutional arrangements, instruments and practices that statisticians have developed over recent decades to protect their work from political interference. It argues that this ‘drive for independence’, which saw the replication of these norms, arrangements, and instruments across countries, was largely led by the international epistemic community of statisticians, and it identifies some of the paths and processes that enabled this drive. The study conducts an overall, multi-dimensional, and detailed comparative examination of the thirty-eight OECD countries’ norms, arrangements, and practices regarding the institutional and professional independence of official statistics. For that purpose, several dimensions have been surveyed and an index has been built that allows patterns and clusters to be uncovered among the OECD countries, shedding light on the variations that can be observed from one subgroup of countries to another. The issue of the independence of official statistics has been at the heart of several recent statistical controversies, including that of Greece’s debt, censuses in Canada and the United States, the Argentinian cost of living index, and some recent cases of resignation or dismissal of senior statisticians in various countries. Such independence has been a major topic of discussion in the epistemic community since the turn of the century, and concerns have also been addressed more widely, in the media. The subject of the book is particularly relevant as official statistics also play a significant role in monitoring the progress of the United Nations’ Sustainable Development Goals. Traditionally, national statistical offices have provided trusted users (such as academics) access to some micro-level data at the level of individuals or businesses, while publishing aggregate statistical tables to other users. This approach is not a perfect solution to managing access to data, as many users will not obtain the amount of detail they are seeking, while vetting and managing trusted users is time consuming, and does not guarantee that they will never misuse or lose the data they access. However, there is another way of providing users with analytical insight, by providing them with Synthetic Data, which may be advantageous for certain use case scenarios. Synthetic data can be simulated in such a way as to have many of the same properties as the original dataset, and to allow derivation of the same results and insights, but with a much lower risk of revealing information about individuals to which that data relate. Book excerpt: The U.S. Department of Education uses estimates of school-age children in poverty to allocate federal funds under Title I of the Elementary and Secondary Education Act for education programs to aid disadvantaged children. Historically, the allocations have been made by a two-stage process: the department's role has been to allocate Title I funds to counties; the states have then distributed these funds to school districts. Until recently, the department has based the county allocations on the numbers and proportions of poor school-age children in each county from the most recent decennial census. States have used several different data sources, such as the decennial census and the National School Lunch Program, to distribute the department's county allocations to districts. In 1994 Congress authorized the Bureau of the Census to provide updated estimates of poor school-age children every 2 years, to begin in 1996 with estimates for counties and in 1998 with estimates for school districts. The Department of Education is to use the school district estimates to allocate Title I basic and concentration grants directly to districts for the 1999-2000 and later school years, unless the Secretaries of Education and Commerce determine that they are "inappropriate or unreliable" on the basis of a study by the National Research Council. That study is being carried out by the Committee on National Statistics' Panel on Estimates of Poverty for Small Geographic Areas.
