Volunteers, on Military Operations and Civil Affairs in the Philippine Islands, 1899 I'pon reporting at San F 'ancisco on May 17, I learned that General Merriam had received orders to ship to Manila Bay the ('alifornia reg imcnt and a battalion of the Fourteenth U. S. Infantry by a transport that was then being loaded in the harbor with naval stores for Admiral Dewey's squadron. 'l'hereafter being instructed to obtain sufficient t 'ansportation to forward also the Oregon regiment, two small trans ports were secured, and on May 25 the three vessels sailed in company, tarrying the troops above mentioned, under the command of Brig. Gen. T. M. Anderson, S. V., and entered the harbor of Manila on the 30th day of June. Pursuant to the instructions of General Merritt 4 com panics of the Eighteenth and 4 of the 'l'wenty-third 17. S. Infantry, a detachment of engineers, the Colorado, Nebraska, Pennsylvania, and l'tah Volunteers, and a detachment of the Ilospital Corps - all under the command of Brig. Gen. F. V. Greene, S. V. - sailed for Manila on June 15. On June 27, under instructions from the same source, 4 companies of the Eighteenth and t of the 'l'wenty-third S. Infantry, detachments of Rugince' and Signal Corps, the Idaho, Minnesota, North Dakota, and Wyoming Volunteers, departed on five transports, and on June 29 General Merritt, in person, accompanied by his staff, sailed on steamer i Iccorf for the same destination, having on board 2 foot batteries of the Third I'. S. Artillery and the Astor Light Battery. The troops of which these three expeditionary forces were composed numbered 470 officers and enlisted men. Subsequently, and between the 15th and 2eth days of July, the fourth expedition left San Francisco, t 'ansported by five vessels, and made up of 3 batteries of the Third U. S. Artillery, 5 companies of the Fourteenth l'. S. Infantry, (5 troops of the Fourth U. S. Cavalry, the Montana and South Dakota Vol unteers, with Signal and Ilospital Corps detachments, numbering in all, 17 22 officers and enlisted men. Before this last expedition reached Manila that city had capitulated, and the l'nited States troops were in possession. N 0 additional troops were dispatched from the I'nited States until the latter part of October. Then, and in the following month, were sent the \vashington, Kansas, Tennessee, and Iowa regi ments of volunteers, the Nevada troop of cavalry, the Wyoming Light Artillery, and 2 foot batteries of California troops, numbering, col lectively, 180 officers and 1,4t enlisted men. There were no further arri 'als during the first of the two periods which it is intended that this report shall cover, and subsequent troop additions will not be mentioned until later. Book excerpt: In fighting the Philippine-American War, the United States counted heavily on twenty-five new regiments raised in the summer of 1899: the United States Volunteers (USVs). The USVs outnumbered regular regiments in eleven of eighteen military pacification districts, particularly through the southern archipelago, where they bore the brunt of field service, combat, and disease casualties until relieved in spring 1901 by a reconstituted Regular Army. The US Volunteers in the Southern Philippines offers the first full account of this historically unique 35,000-man force—and in the process describes how the USVs decisively contributed to the United States’ single most successful counterinsurgency campaign waged outside the Western Hemisphere. A close examination of the military achievements, garrison life, and institutional characteristics of the US Volunteers reveals how the force effectively combined the best elements of the American regular and militia traditions during its brief existence—abetted by an Army medical system vastly improved since debilitating losses in Cuba and the United States during 1898. Countering recent readings of the pacification of the Philippines as a near-genocidal event, John Scott Reed uses court-martial records to argue for a high disciplinary and behavioral standard among the USVs—in garrison, in the field, and, most critically, in their interactions with Filipino villagers. This standard, his evidence suggests, was supported by a late-Victorian, reflexively patriotic sense of masculinity that motivated the Volunteers, along with a profound belief in the self-evident superiority of American institutions. He also draws on recent Filipino scholarship to clarify the role of landed and commercial elites in initially supporting the Philippine Revolution and later collaborating with the US occupation. Bridging military history and post-colonial studies, Reed’s work provides a new and clearer understanding of the short-lived but highly effective US Volunteer force, and a new perspective on a critical moment in America’s military and colonial past.
