Book excerpt: This report, developed by the Office of Technology Assessment (OTA), is intended to provide the Congress of the United States, during its deliberation on the creation of a new Department of Education, with a range of options for dealing with science and technology educational issues. It consists of two chapters. The first chapter includes potential long-term impacts, both positive and negative, of the proposed Department of Education on three key science and technology-related areas. These are the programs of the National Science Foundation's Science Education Directorate, general support programs for graduate science and engineering training across the country, and educational analysis and research which should be the responsibility of an appropriate Federal agency. Key criteria to be utilized in these evaluations are presented for the use of congressional committees. Specific options dealing with these science education activities are also presented. The second chapter presents an analysis of the effects of the establishment of the proposed Department of Education on science and technology activities of the federal government. An appendix including a bill to establish a Department of Education and for other purposes is also presented at the end of this publication.

In contrast with previous reports on the subject, this one covers not only presidential appointments to top S&T leadership positions but also the appointment of scientists, engineers, and health professionals to serve on federal advisory committees that focus on science-based policy or on the review of research proposals. Book excerpt: The Office of Science and Technology (OST) of the U.S. Department of Energy's (DOE's) Office of Environmental Management (EM) recently has instituted a peer review program that uses the American Society of Mechanical Engineers (ASME), with administrative and technical support provided by the Institute for Regulatory Science (RSI), to conduct peer reviews of technologies (or groups of technologies) at various stages of development. OST asked the NRC to convene an expert committee to evaluate the effectiveness of its new peer review program and to make specific recommendations to improve the program, if appropriate. This is the first of two reports to be prepared by this committee on OST's new peer review program. OST requested this interim report to provide a preliminary assessment of OST's new peer review program. In the final report, the committee will provide a more detailed assessment of OST's peer review program after its first complete annual cycle.

The EM division charged with developing or finding technologies to accomplish this massive task, its Office of Science and Technology (OST), has been reviewed extensively, including six reports from committees of the National Research Council's (NRC's) Board on Radioactive Waste Management (BRWM) that have been released since December 1998. These committees examined different components of OST's technology development program, including its decision-making and peer review processes and its efforts to develop technologies in the areas of decontamination and decommissioning, waste forms for mixed waste, tank waste, and subsurface contamination. Gerald Boyd, head of OST, asked the Board on Radioactive Waste Management (BRWM) to summarize the major findings and recommendations of the six reports and synthesize any common issues into a number of overarching recommendations.
