Book excerpt: Prior to Russia's invasion of Ukraine on 24 February 2022, Ukraine had made significant progress in implementing ambitious regional development and decentralisation reforms. These reforms resulted in the creation of 1,469 amalgamated municipalities, the establishment of an elaborate multi-level regional development planning framework, as well as a significant increase in local public service delivery, and public funding for regional and local development. However, the reforms faced a number of challenges, many of which have been significantly exacerbated by Russia's war against Ukraine. These challenges include increasing regional economic, demographic and well-being disparities, a fragmented regional development funding framework, as well as marked discrepancies in municipal administrative, human resource and fiscal capacity. This report presents an in-depth analysis of Ukraine's progress in implementing its multi-level governance reforms and explores the role of sub-national governments in disaster management. From there, it recommends how Ukraine, together with international partners, can use multi-level governance, regional development and decentralisation to support sub-national reconstruction and recovery to address urgent humanitarian needs, rebuild local economies and communities, and strengthen their resilience

Book OECD Multi Level Governance Studies Decentralisation and Regionalisation in Bulgaria Towards Balanced Regional Development

Download or read book OECD Multi Level Governance Studies Decentralisation and Regionalisation in Bulgaria Towards Balanced Regional Development written by Oecd and published by OECD. This book was released on 2021-03-08 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: Bulgaria has made solid progress in its territorial governance and socio-economic development. Yet, it has not been able to counteract large and increasing territorial disparities. Doing so will require addressing remaining structural challenges that may be limiting further transformation, government performance and regional resilience. It will also depend on shifting from a centrally-designed approach to regional development policy to one that incorporates subnational input and carefully considers regional specificities. Such a shift, coupled with a revitalised multi-level governance model to strengthen regional and municipal governance, could generate more balanced regional development and inclusive growth in Bulgaria. This multi-level governance study considers the avenues Bulgarian national and subnational authorities could take to ensure more place-based regional development and governance. It emphasises a comprehensive, yet incremental, approach to decentralisation and regionalisation reforms to generate more effective and balanced regional development.

This book was released on 2018 with total page 294 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Multi-level Governance Series study focuses on Ukraine's advances in regional development, territorial reform and decentralisation since 2014. The Government launched a reform to merge local governments and strengthen the decentralisation process, giving additional power and resources to sub-national authorities. In a short period, successful steps have been taken toward achieving municipal mergers and greater fiscal, administrative and political decentralisation, complemented by the State Strategy for Regional Development 2015-2020. Yet, important challenges remain, ranging from a need to address rising disparities and adjusting multi-level governance practices and territorial structures, to better structuring fiscal decentralisation. This report addresses regional performance and disparities in Ukraine, provides insight into Ukraine's current territorial reform and approach to decentralisation, explores the impact of fiscal decentralisation measures, and includes a case study of the transport sector. It also provides a set of recommendations for action to support Ukraine in meeting the conditions for successful decentralisation.

Download or read book Making Decentralisation Work written by Organisation for Economic Co-operation and Development and published by . This book was released on 2019 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report offers a comprehensive overview of decentralisation policies and reforms in OECD countries and beyond. Sometimes called a "silent" or "quiet" revolution, decentralisation is among the most important reforms of the past 50 years. The report argues that decentralisation outcomes - in terms of democracy, efficiency, accountability, regional and local development - depend greatly on the way it is designed and implemented. Making the most of decentralisation systems is particularly crucial in the context of a "geography of discontent" and growing divides between places that feel left behind by globalisation and technological change and those that may benefit from the opportunities offered by megatrends. The report identifies 10 guidelines for making decentralisation work and allowing it to be conducive to regional development. Beyond the guidelines, the report proposes concrete tools for policy-makers, including detailed sets of recommendations, checklists, pitfalls to avoid and examples of good practices, both in unitary and federal countries.

Book excerpt: The full-scale invasion of Ukraine by Russia in 2022 has not only caused immense suffering inside the country, and among its people, it has shifted the political landscape in Russia for the worse, altered the strategic map of Europe, and created division and economic pain in the rest of the world. In this volume, a group of internationally acclaimed academics – many originally from Ukraine or Russia – examine the deep causes of Putin’s war, the role played by other actors such as China and the United States, the severe consequences for the many millions of Ukrainians displaced from their home and country, the impact on the West and the Global South and the challenges confronting Ukraine when the war finally comes to an end. Part of the LSE Public Policy Review Series, Ukraine: Russia’s War and the Future of the Global Order offers a rigorous intellectual response to this extreme humanitarian crisis and considers the implications for the future of Ukraine and the transformed global order.

Book The Russia Ukraine War

Download or read book The Russia Ukraine War written by Viktoriya Fedorchak and published by Taylor & Francis. This book was released on 2024-03-19 with total page 239 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a systematic analysis of the Russian-Ukraine war, using the concept of resilient fighting power to assess the operational performance of both sides during the first year of the full-scale invasion. The Russian war in Ukraine began in 2014 and continued for eight years, before the full-scale invasion of 24 February 2022. It is not a new war, but the intensity of the warfighting revived many discussions about the conduct of inter-state warfare, which has not been seen in Europe for decades. This book does not aim to offer an exhaustive operational analysis of the war, but rather provides a preliminary systematic analysis across various domains of warfare using the concept of fighting power to assess the operational performance of both sides. First, the book discusses the conceptual component and the post-Cold War adaptations of the Soviet strategic tradition by both the Ukrainian and the Russian Armed Forces. Following that, it gives an evaluation of the various aspects of warfighting in the land, air, maritime and cyber domains. Then, the book examines the role of international allied assistance, sanctions and weapons delivery in strengthening the resilience of the Ukrainian Armed Forces. The book concludes with some comments on the role of inter-state warfare in the current strategic environment and future warfare. This book will be of much interest to students of military and strategic studies, defence studies, foreign policy, Russian studies and international relations.
