Book excerpt: The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. Fourteen years after joining the DAC in 2010, Korea is at a pivotal juncture as it rapidly scales up official development assistance (ODA) and assumes more global responsibility. The 2020 revision of the Framework Act signals a more coherent, cross-government approach to implement a larger budget. There is potential to bring greater coherence between domestic and international policies supported by legislation on sustainable development. This peer review provides a set of recommendations for Korea to strengthen strategic partnerships and dialogue with partners, and use the cross-government capacity review and evaluations to prioritise larger ODA volumes to implementers. It recommends that Korea increase the number of qualified staff working in development across government, delegate more authority to partner country offices, and increase its risk appetite to expand private sector operations.

They take an integrated, system‐wide perspective on the development co‐operation activities of the member under review and its approach to fragility, crisis and humanitarian assistance. The United Kingdom uses its global standing and convening power to promote an evidence-based approach to stability, inclusion and prosperity and continues to provide 0.7% of its national income as Official Development Assistance (ODA). The depth and breadth of its expertise, combined with flexible funding instruments and strong country presence, allow the United Kingdom to focus these ODA resources on developing country needs, while protecting its own longer-term national interests. Articulating a clear and comprehensive whole-of-government vision for its support to international development would allow the United Kingdom to reinforce its policy priorities and engage the public. Further measures to build effective partnerships and institutional capacity in developing countries would allow the United Kingdom to build ownership of development processes and contribute to lasting change.

Increasing official development assistance could strengthen Japan's leadership and commitment to the SDGs and a mechanism would help ensure coherence between domestic policies and global sustainable development objectives. Whole-of-government country policies would ensure synergies across Japan's portfolio and it could be more explicit about how programmes reduce poverty. More streamlined systems and procedures would make Japan a more agile donor.

The book concludes that not only do such nontraditional security channels have the potential to achieve meaningful change for partners and beneficiaries, but they could also form the basis of future confidence-building and security cooperation between Japan and South Korea, which have to date achieved little in the field of traditional security cooperation, despite facing many shared challenges. Working across disciplines and national boundaries, the contributors to this volume argue that policy prioritization in the fields of peacebuilding, development, and human security by Tokyo and Seoul could have the potential to accrue wider benefits not only to the Northeast Asian actors and the Southeast Asian partners, but also to wider regional and even global security communities. At the same time, it has been object of repeated criticism: the chronic failure of technical assistance a notion under which advice is commonly subsumed has been documented in a host of studies. Nonetheless, international organisations continue to send advisors, promising to increase the effectiveness of expert support if their technocratic recommendations are taken up. This book reveals fundamental problems of expert advice in the context of aid that concern issues of power and legitimacy rather than merely flaws of implementation. Based on empirical evidence from South Africa and Tanzania, the authors show that aid-related advisory processes are inevitably obstructed by colliding interests, political pressures and hierarchical relations that impede knowledge transfer and mutual learning. As a result, recipient governments find themselves caught in a perpetual cycle of dependency, continuously advised by experts who convey the shifting paradigms and agendas of their respective donor governments. For young democracies, the persistent presence of external actors is hazardous: ultimately, it poses a threat to the legitimacy of their governments if their policy-making becomes more responsive to foreign demands than to the preferences and needs of their citizens.
