Book excerpt: Fighting for Peace in Somalia provides the first comprehensive analysis of the African Union Mission in Somalia (AMISOM), an operation deployed in 2007 to stabilize the country and defend its fledgling government from one of the world's deadliest militant organizations, Harakat al-Shabaab. The book's two parts provide a history of the mission from its genesis in an earlier, failed regional initiative in 2005 up to mid-2017, as well as an analysis of the mission's six most challenges, namely, logistics, security sector reform, civilian protection, strategic communications, stabilization, and developing a successful exit strategy. These issues are all central to the broader debates about how to design effective peace operations in Africa and beyond. AMISOM was remarkable in several respects: it would become the African Union's (AU) largest peace operation by a considerable margin deploying over 22,000 soldiers; it became the longest running mission under AU command and control, outlasting the nearest contender by over seven years; it also became the AU's most expensive operation, at its peak costing approximately US$1 billion per year; and, sadly, AMISOM became the AU's deadliest mission. Book excerpt: Somali piracy poses a threat to the UK's national interests as well as global trading routes and international security. The costs of allowing piracy to proliferate are high. The British shipping industry is worth £10.7 billion to the UK's GDP, and the costs of security, insurance, re-routing have vastly increased the costs of doing business. Over $300 million has been paid in ransoms to Somali pirates over the past four years, and thousands of seafarers have been held hostage, some of whom have been subject to cruel treatment and even torture. Self-defence measures, multi-national naval operations and prosecutions have begun to take effect, but have not yet contained the problem. The major international conference on Somalia in February 2012 must produce results. Although private armed guards will be permitted on UK shipping, the Government's guidance on the use of force, particularly lethal force, is very limited and there is little to help a ship's master make a judgement on where force can be used. The Committee also expresses surprise that so little is known about what happens to ransom money. The solution lies in establishing order on land, ending impunity for piracy crimes and offering alternatives. However, the report warns against international claims to deliver a solution in Somalia, and urges the Government to develop its engagement with and support for Somali civil society organisations and local projects. The FCO should also review its communication and other procedures to support family members of British hostages held abroad.

Thus decolonization and pan-Somalism became synonymous. In 1960 a partial reunification took place between British Somaliland and Somalia Italiana. Africa Confidential wrote at the time that the new Somali state would never be beset by tribal division but this discounted the existence of powerful clans within Somali society and the persistence of colonial administrative cultures. The collapse of parliamentary democracy in 1969 and the resulting army--and clanic--dictatorship that followed led to a civil war in the 'perfect' national state. It lasted fourteen years in the "British" North and is still raging today in the 'Italian' South. Somaliland "re-birthed" itself through an enormous solo effort but the viable nation so recreated within its former colonial borders was never internationally recognized and still struggles to exist economically and diplomatically. This book recounts an African success story where the peace so widely acclaimed by the international community has had no reward but its own lonely achievement.

Book excerpt: This volume contains the first comprehensive study of legal issues arising with regard to the self-declared 'Republic of Somaliland' which, after more than 10 years of factual existence, is still facing international non-recognition. The case of Somaliland, in particular its unique position within the collapsed State of Somalia, challenges current international law doctrine regarding the interplay between non-recognition and the creation of States. Based upon an in-depth analysis of international law concerning the criteria of statehood and recognition, the author presents a legal framework against which cases of secession in the context of collapsed States should be measured. In applying this framework to the case of Somaliland, he demonstrates that the entity has established a sufficient level of peace, stability and effective governance to qualify as a State under international law. Given the legal uncertainty surrounding non-recognized de facto regimes such as Somaliland, the study finally attempts to identify legal rules which bind de facto regimes in the process of secession irrespective of their recognition as a State. Proposing a 'functional approach' to de facto regimes, the author argues that such entities are subject to obligations under international (human rights) law to the extent they are assuming governmental tasks.
