Walter Munk, an icon in oceanography, had just given a wonderful talk in a symposium in honor of his 90th birthday, sweeping a grand circle from his earliest work with Chip Cox on airborne measurements of ocean surface roughness to the latest satellite data – not simply a review, but the struggle of an active scientist opening up new perspectives – as inspiring and stimulating as when one of us (KH) rst met him at the Ocean Waves Conference in Easton in 1961 (Fig. I. 1). Walter immediately agreed to share with us his recollections on the nearly seventy years of his path-breaking contributions in a sheer amazing range of topics, from ocean waves, internal waves, ocean currents, tides, tsunamis, sea level, microseisms and the rotation of the earth to ocean acoustic tomography. With “you guys” Markus was referring to HvS and the various partners HvS had 1 invited to join him in conducting a series of interviews of retired colleagues.

Woven into the modern story is the history of early explorers, scientists and navigators who had gone before into the Southern Ocean. The departure of the Glomar Challenger from Fremantle took place 100 years after the HMS Challenger weighed anchor from Portsmouth, England, at the start of its four-year voyage, sampling and dredging the world’s oceans. Sailing south, the Glomar Challenger crossed the path of James Cook’s HMS Resolution, then on its circumnavigation of Antarctica in search of the Great South Land. Encounters with Lieutenant Charles Wilkes of the US Exploring Expedition and Douglas Mawson of the Australasian Antarctic Expedition followed. Agencies such as the National Science Foun 2 dation, National Oceanic and Atmospheric Administration, and the U.S. Department of Energy (DOE) cooperatively spent about $100 million from FY 1978 through FY 1984 directly on the study of CO • The DOE, as the 2 lead government agency for coordinating the government' s research ef forts, has been responsible for about 60% of these research efforts. William James succinctly defined our purpose when he stated science must be based upon " ... irreducible and stubborn facts." Scientific knowledge can and will reduce the present significant uncertainty sur rounding our understanding of the causes, effects, and potential impacts of increasing atmospheric CO2• We have come far during the past seven years in resolving some underlyinig doubts and in narrowing the ranges of disagreement. Basic concepts have become less murky. Yet, much more must be accomplished; more irreducible and stubborn facts are needed to reduce the uncertainties so that we can improve our knowledge base. Uncertainty can never be reduced to zero. However, with a much improved knowledge base, we will be able to learn, under stand, and be in a position to make decisions.

Book excerpt: Whether the result of an oil well blowout, vessel collision or grounding, leaking pipeline, or other incident at sea, each marine oil spill will present unique circumstances and challenges. The oil type and properties, location, time of year, duration of spill, water depth, environmental conditions, affected biomes, potential human community impact, and available resources may vary significantly. Also, each spill may be governed by policy guidelines, such as those set forth in the National Response Plan, Regional Response Plans, or Area Contingency Plans. To respond effectively to the specific conditions presented during an oil spill, spill responders have used a variety of response optionsâ€"including mechanical recovery of oil using skimmers and booms, in situ burning of oil, monitored natural attenuation of oil, and dispersion of oil by chemical dispersants. Because each response method has advantages and disadvantages, it is important to understand specific scenarios where a net benefit may be achieved by using a particular tool or combination of tools. This report builds on two previous National Research Council reports on dispersant use to provide a current understanding of the state of science and to inform future marine oil spill response operations. The response to the 2010 Deepwater Horizon spill included an unprecedented use of dispersants via both surface application and subsea injection. The magnitude of the spill stimulated interest and funding for research on oil spill response, and dispersant use in particular. This study assesses the effects and efficacy of dispersants as an oil spill response tool and evaluates trade-offs associated with dispersant use.

Traditional sources of supply are increasingly expensive, unavailable, or controversial, but desalination technology offers the potential to substantially reduce water scarcity by converting the almost inexhaustible supply of seawater and the apparently vast quantities of brackish groundwater into new sources of freshwater. Desalination assesses the state of the art in relevant desalination technologies, and factors such as cost and implementation challenges. It also describes reasonable long-term goals for advancing desalination technology, posits recommendations for action and research, estimates the funding necessary to support the proposed research agenda, and identifies appropriate roles for governmental and nongovernmental entities.
