Book Defense health care improvements needed in occupational and environmental health surveillance during deployments to address immediate and longterm health issues

Download or read book Defense health care improvements needed in occupational and environmental health surveillance during deployments to address immediate and longterm health issues written by and published by DIANE Publishing. This book was released on 2005 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: Following the 1991 Persian Gulf War, research and investigations into the causes of servicemembers' unexplained illnesses were hampered by inadequate occupational and environmental exposure data. In 1997, the Department of Defense (DOD) developed a military-wide health surveillance framework that includes occupational and environmental health surveillance (OEHS)--the regular collection and reporting of occupational and environmental health hazard data by the military services. GAO is reporting on (1) how the deployed military services have implemented DOD's policies for collecting and reporting OEHS data for Operation Iraqi Freedom (OIF) and (2) the efforts under way to use OEHS reports to address both immediate and long-term health issues of servicemembers deployed in support of OIF. GAO recommends that the Secretary of Defense improve deployment OEHS data collection and reporting and evaluate OEHS risk management activities. GAO also recommends that the Secretaries of Defense and Veterans Affairs (VA) jointly develop a federal research plan to address long-term health effects of OIF deployment. DOD plans to take steps to meet the intent of our first recommendation and partially concurred with the other recommendations. VA concurred with our recommendation for a joint federal research plan.

Book excerpt: U.S. Navy NTRP 4-02.9 U.S. AIR FORCE AFTTP 3-2.82_IP U.S. ARMY ATP 4-02.82 Occupational And Environmental Health Site Assessment APRIL 2012 According to the Joint Chiefs of Staff memorandum MCM 0028-07 (Nov2007), Procedures for Deployment Health Surveillance, "force health protection (FHP) provides the conceptual framework for optimizing force health readiness and protecting Department of Defense (DOD) personnel from occupational and environmental health (OEH) threats associated with deployments and military Service." Deployment health surveillance is a critical component of health risk management and FHP. Deployment health surveillance includes identifying and assessing OEH threats, recognizing potential exposure pathways for deployed populations, documenting and reporting health risk, and implementing preventive measures to reduce the health risk posed by those OEH threats. The occupational and environmental health site assessment (OEHSA) is the key information organizing process and report that supports OEH risk management activities on military installations in an operational environment. The OEHSA documents environmental conditions, identifies potential OEH threats, guides OEH data collection activities and further risk assessments, and summarizes acute or immediate risk mitigation actions. Health risk assessment (HRA) and health risk management are critical parts of deployment health surveillance. The OEHSA is the first step of the process that supports data collection and risk assessments over time. HRAs anticipate, identify, prioritize, and assess health threats and compare residual risks across potential controls and countermeasures. OEHSAs are a key element of the HRA process and assist Service preventive medicine personnel to adequately support FHP and local commanders' risk management decisions concerning OEH threats

Book Strategies to Protect the Health of Deployed U S Forces

Download or read book Strategies to Protect the Health of Deployed U S Forces written by National Research Council and published by National Academies Press. This book was released on 2000-04-17 with total page 388 pages. Available in PDF, EPUB and Kindle. Book excerpt: Risk management is especially important for military forces deployed in hostile and/or chemically contaminated environments, and on-line or rapid turn-around capabilities for assessing exposures can create viable options for preventing or minimizing incapaciting exposures or latent disease or disability in the years after the deployment. With military support for the development, testing, and validation of state-of-the-art personal and area sensors, telecommunications, and data management resources, the DOD can enhance its capabilities for meeting its novel and challenging tasks and create technologies that will find widespread civilian uses. Strategies to Protect the Health of Deployed U.S. Forces assesses currently available options and technologies for productive pre-deployment environmental surveillance, exposure surveillance during deployments, and retrospective exposure surveillance post-deployment. This report also considers some opportunities for technological and operational advancements in technology for more effective exposure surveillance and effects management options for force deployments in future years.

Book Foundation for Integrating Employee Health Activities for Active Duty Personnel in the Department of Defense

Download or read book Foundation for Integrating Employee Health Activities for Active Duty Personnel in the Department of Defense written by Gary Cecchine and published by Rand Corporation. This book was released on 2009 with total page 107 pages. Available in PDF, EPUB and Kindle. Book excerpt: "If the Department of Defense (DoD) moves toward a more integrated employee health system, a foundation of information about the current system and requisite elements for such integration will be needed. The authors reviewed the research literature and DoD policy documents and interviewed DoD personnel to make several observations about the current state of safety and occupational health (SOH) arrangements in DoD. Currently, SOH policy cuts across several organizations at high levels in the Office of the Secretary of Defense, and SOH programs are implemented by each of the military services. Recently, leadership attention has focused on safety, mostly apart from occupational health, as a separate priority. DoD and the services have made efforts to increase coordination, including both high-level formal councils and through informal relationships among SOH practitioners. Health promotion and wellness have received considerable attention within DoD through periodic health assessments and educational programs, yet these areas have not benefited from the same increased coordination. As DoD contemplates a more integrated approach, the authors considered what DoD might learn from civilian experience with integrating employee health activities. To address this, the authors reviewed civilian models of integration to identify promising approaches and practices that might inform DoD efforts. The review of activities related to employee health in DoD -- including industrial hygiene, safety, health promotion and wellness, occupational health, and its relatively mature health information technology infrastructure -- indicates that there might be little need for DoD to introduce new programs but more need to make use of the information generated by the existing programs in a more coordinated, integrated manner." -- provided by publisher.

Book Strategies to Protect the Health of Deployed U S Forces

Download or read book Strategies to Protect the Health of Deployed U S Forces written by National Research Council and published by National Academies Press. This book was released on 2000-03-21 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since Operation Desert Shield/Desert Storm, Gulf War veterans have expressed concerns about health effects that could be associated with their deployment and service during the war. Although similar concerns were raised after other military operations, the Gulf War deployment focused national attention on the potential, but uncertain, relationship between the presence of chemical and biological (CB) agents and other harmful agents in theater and health symptoms reported by military personnel. Strategies to Protect the Health of Deployed U.S. Forces which is one of the four two-year studies, examines the detection and tracking of exposures of deployed personnel to multiple harmful agents.

Download or read book Strategies to Protect the Health of Deployed U S Forces written by Institute of Medicine and published by National Academies Press. This book was released on 1999-02-01 with total page 297 pages. Available in PDF, EPUB and Kindle. Book excerpt: Nine years after Operations Desert Shield and Desert Storm (the Gulf War) ended in June 1991, uncertainty and questions remain about illnesses reported in a substantial percentage of the 697,000 service members who were deployed. Even though it was a short conflict with very few battle casualties or immediately recognized disease or non-battle injuries, the events of the Gulf War and the experiences of the ensuing years have made clear many potentially instructive aspects of the deployment and its hazards. Since the Gulf War, several other large deployments have also occurred, including deployments to Haiti and Somalia. Major deployments to Bosnia, Southwest Asia, and, most recently, Kosovo are ongoing as this report is written. This report draws on lessons learned from some of these deployments to consider strategies to protect the health of troops in future deployments. In the spring of 1996, Deputy Secretary of Defense John White met with leadership of the National Research Council and the Institute of Medicine to explore the prospect of an independent, proactive effort to learn from lessons of the Gulf War and to develop a strategy to better protect the health of troops in future deployments.
