Book excerpt: Canada is the largest trading partner of the United States, and the two governments have begun negotiations for a free trade agreement which would tie their relationship even closer. This study analyzes the difficult problems that must be addressed in the negotiations - including quite different perceptions in the two countries of what constitutes fair trade. It suggests several possible ways of reducing differences over subsidies and countervailing duties. It also addresses the exchange rate relationship between the two dollars, and how this affects the trade outlook. An appendix by John Williamson calculated a fundamental equilibrium exhange rate for the Canadian dollar.

Book excerpt: This paper argues that there are significant potential economic gains to be obtained from an EU-Canada Free Trade Agreement. The evolution of trade between the US and Canada following the signing of CUSFTA in 1989 offers a good illustration of how trade might increase after an EU-Canada FTA, as the patterns and levels of protection between the EU and Canada today are very similar to the protection that existed between the US and Canada in 1989. Although many empirical studies fail to find support for 'trade diversion' created by NAFTA (or CUSFTA) at the expense of the EU and to the benefit of the US, there is some evidence of trade diversion when detailed regional trade is examined. If indeed trade diversion has occurred due to NAFTA, then an EU-Canada FTA is welfare-enhancing for Canada. For the EU, a potential FTA can level the playing field with the US and increase the competitiveness of European firms in the Canadian market.

Book excerpt: Written in the early 1980s against a backdrop of strengthening calls for a North American free trade agreement, this study examines the protectionist impulses masquerading as efforts to eliminate tariff barriers. In the wake of the General Agreement on Tariffs and Trade (the GATT), the popular assumption hailed it as a victory for freer trade. Lazar demonstrates that the trend was in fact towards a new protectionism based on the erection of non-tariff barriers specifically designed to subvert the GATT. In response, he called for a Canadian industrial strategy that promoted Canadian companies and encouraged exports. The New Protectionism is a subtle analysis of the rhetoric and reality of free trade as practised in the early 1980s.
